The scope of work involves treating approximately 83.58 acres of invasive shrubs at Sitts Bluff and adjacent interior woodland, including a 17.0-acre dense core with greater than 75% cover and 66.58 acres of low-density infestation with less than 10% cover. Target species include multiflora rose, common buckthorn, oriental bittersweet, autumn olive, Morrow's honeysuckle, border privet, Japanese barberry, jetbead, mock orange, and other non-native woody shrubs within mapped treatment areas. The RFQ was released on August 31, 2026, with an optional site visit scheduled for September 9, 2026 at 10:00 AM ET. Vendor questions are due by September 15, 2026 at 5:00 PM ET, with responses provided by September 17, 2026. RFQ responses must be submitted by September 22, 2026 at 5:00 PM ET to Gabby Landry at Gabrielle.Landry@parks.ny.gov or by phone at (585)-616-0317.
Pricing is requested on a per-acre basis, with separate quotes for the 17.0-acre dense core (greater than 75% cover) and the 66.58-acre low-density area (less than 10% cover), and all costs must be all-inclusive of salaries, equipment, supplies, travel mileage, and accommodations. The 17.0-acre dense core is identified as the treatment priority, while any budget reductions will be applied to the low-density portion based on the contractor's quoted per-acre price. The total treatment acreage is subject to change and will be finalized by agreement with the selected contractor after quotes are received. MWBE goals are not applicable to this procurement. No incumbent contractor or prior contract awards are noted for this work.

Detailed Scope of What is Needed: Commodity Services
Detailed Scope of What is Needed
Chemical cut-stump treatment of invasive woody shrubs in conservation target areas at Fair Haven Beach State Park. The total bid must be all inclusive (i.e. include all expenses incurred during delivery of service including any salaries, equipment, supplies, travel mileage, and/or accommodation). Invasive woody shrubs at Sitts Bluff and the adjacent interior woodland have formed dense thickets that suppress the herbaceous layer, outcompete native shrubs and tree seedlings, inhibit natural regeneration of native flora, and degrade slope ecology and viewsheds. In the densest areas, invasive shrub cover exceeds 75%. This treatment supports NYS Parks' Sitts Bluff restoration goals under the park's Invasive Species Management and Restoration Plan, which pairs invasive shrub suppression with reestablishment of native vegetation, and complements ongoing pale swallow-wort treatment at the same site. Work consists of cut-stump removal of established invasive shrubs
Target Species:
• Multiflora rose (Rosa multiflora)
• Common buckthorn (Rhamnus cathartica)
(Updated 8/26)
Request for Quote Number FHB2026B
• Oriental bittersweet (Celastrus orbiculatus)
• Autumn olive (Elaeagnus umbellata)
• Morrow's honeysuckle (Lonicera morrowii)
• Border privet (Ligustrum obtusifolium)
• Japanese barberry (Berberis thunbergii)
• Jetbead (Rhodotypos scandens)
• Mock Orange (Philadelphus coronarius)
• Any other non-native woody shrubs encountered within the mapped treatment areas
Work to be completed:
Contractors will treat up to approximately 83.58 acres of invasive woody shrubs at Fair Haven Beach State Park, spanning Sitts Bluff (approx. 43.360061, -76.675079) and the adjacent interior woodland (approx.
43.357421, -76.676677) (Fig 1). Within this 83.58-acre treatment area is a 17.0-acre core of dense invasive shrubs with greater than 75% cover; the remaining 66.58 acres carry a low-density infestation with less than 10% cover. See the attached map below for treatment area boundaries. Mapped treatment areas represent currently documented invasive shrub occurrences. All target species within the mapped treatment area shall be cut and stump-treated regardless of stem size or density, and regardless of whether individual occurrences are shown on the map. Pricing is requested on a per-acre basis for the dense core and the low-density area, as itemized in the pricing table below.
Total treatment acreage is subject to change. Any reduction to meet NYS Parks' budget will be taken from the 66.58-acre low-density (less than 10% cover) portion and will be based on the contractor's quoted per-acre price for that portion. The final acreage treated within the low-density portion will be determined by agreement with the selected contractor after quotes are received. The 17.0-acre dense core (greater than 75% cover) is the treatment priority.

Fig 1. Invasive shrub cut-stump treatment area at Sitts Bluff and interior woodland, Fair Haven Beach State Park. Total treatment area 83.58 acres, including a 17.0-acre dense core (>75% cover), with the remaining
66.58 acres at low density (<10% cover).
Timing:
Cut-stump treatment shall take place between October 1, 2026, and February 28, 2027, with the period from September 1 through November 30 preferred for optimal herbicide translocation to root systems. During late summer and fall, the target shrubs move carbohydrate reserves down to their roots, which carries the herbicide into the root system and improves control. Cut-stump treatment with triclopyr also remains effective through the dormant winter season. Treatment shall not be conducted during the spring sap-flow period, roughly mid-March through May, when upward sap movement reduces herbicide effectiveness. Treatment timing may be adjusted within the allowable window based on weather conditions, ground and snow conditions, and site safety, with approval from NYS Parks.
Application Method:
Cut-stump herbicide application. Target shrubs shall be cut as close to the ground as practical, at ankle height or lower, using contractor-supplied brush saws, chainsaws, loppers, or hand saws as appropriate to stem size and site conditions. All cutting shall be done with hand-held tools only. No heavy machinery or tracked vehicles are permitted anywhere within the treatment areas, including the bluff and wetland-adjacent areas. Herbicide shall be applied to the entire cut stump surface, with full coverage of the cambium layer around the perimeter of the stump, immediately after cutting and before the cambium seals (within 5 minutes). To protect sensitive native and rare vegetation and to prevent drift or drippage onto non-target plants, herbicide shall be applied with low-drift, direct-contact tools such as a sponge-tipped applicator (e.g., Buckthorn Blaster), daubing sponge, paint brush, or squeeze bottle. Broadcast or high-volume spray application is not permitted. The contractor is responsible for providing all equipment for cutting and chemical application.
Debris Handling:
Cut woody material shall be left on site as cut and lopped to lie reasonably flat against the ground where it falls to protect sensitive soils and provide browse deterrence for subsequent native restoration plantings. No piling, chipping, or hauling of debris is required. All park trails shall be kept clear of debris at all times during and following treatment.
Equipment and Gear Cleaning:
Contractors shall thoroughly clean all equipment and personal gear (including boots, clothing, and any vehicle tires) before entering and before leaving the treatment site, to prevent the transport and spread of invasive plant seed and soilborne propagules. Cleaning shall be conducted in a designated location coordinated with NYS Park staff.
Performance Standard and Contract Completion Criteria:
Successful treatment is expected to result in approximately 80% reduction in target invasive shrub stem density within treated areas. Performance will be verified by Finger Lakes Regional Biologist Charlie Ippolito through post-treatment site assessments. All cut stumps shall be visibly marked with indicator dye mixed into the herbicide to confirm treatment and to allow inspection.
Chemical Specifications (Based on Product Label Requirements):
Herbicide: The specified product is triclopyr ester (Garlon 4 Ultra), applied to the cut stump surface at the label-specified concentration, up to and including undiluted application where the label allows. An indicator
(Updated 8/26)
Request for Quote Number FHB2026B dye shall be mixed with the herbicide to confirm stump coverage. No herbicide shall be applied within 50 feet of standing water or aquatic habitat, and a minimum 50-foot untreated vegetative buffer shall be maintained between treatment and any aquatic habitat. All applications shall comply with the product label. Where the label is more restrictive than this RFQ, the label governs.
FIFRA Section 2(ee) Recommendations: NYS Parks has already obtained the FIFRA Section 2(ee) recommendations required to treat the listed target species, including jetbead (Rhodotypos scandens), with Garlon 4 Ultra. A contractor using Garlon 4 Ultra is covered under these recommendations and does not need to submit its own. A contractor may propose an alternative product, but any contractor electing to use a product other than Garlon 4 Ultra is solely responsible for compliance with all applicable federal and New York State law and the product label, and for obtaining and submitting, at its own expense, any FIFRA Section 2(ee) recommendation needed to cover any target species on the species list that is not specified on that product's label.
Requirements:
• The contractor must hold a valid New York State Department of Environmental Conservation (NYSDEC) commercial pesticide applicator certification in Categories 2 (Forestry) or in 3A (Ornamental and Turf), in accordance with ECL Article 33 and 6 NYCRR Part 325.
• All pesticide applications shall be conducted in strict accordance with the product label and applicable federal and New York State law, including the Federal Insecticide, Fungicide, and Rodenticide Act (7 U.S.C. § 136j(a)(2)(G)) and New York Environmental Conservation Law Article 33.
• Bidder must be familiar with cut-stump treatment methods, target invasive shrub species identification, and ecological restoration projects.
• Treatment does not include herbicide work outside the mapped treatment areas, on adjacent private or non-park lands, or on the shoreline below the ordinary high-water mark.
• Contractors are responsible for compliance with all applicable OSHA standards related to chemical handling, chainsaw operation, brush saw operation, and general work safety.
• A pre-bid site visit is recommended but not required prior to submitting a proposal. Contractors attending the scheduled site visit shall meet at the South Beach main parking lot (approx.
43.343225, -76.697458) at the date and time listed in the Timeline of Events, to review treatment area boundaries, access routes, terrain conditions, and safety considerations. Contractors unable to attend may instead coordinate a site visit directly with NYS Park staff. To confirm attendance, contact the Designated Contact, Gabby Landry, at (585) 616-0317 or Gabrielle.Landry@parks.ny.gov.
• Contractors are responsible for evaluating site conditions and implementing appropriate fall protection and terrain-appropriate safety measures when working on or near the bluff edge, and for suspending work under inadequate site or weather conditions.
• Temporary trail closures, if necessary, shall be coordinated in advance with NYS Park staff.
• Treatment shall be conducted in a manner that avoids damage to desirable native trees, shrubs, and understory plants within the treatment areas.
Reporting:
The contractor shall provide a pre-treatment notification to the Designated Contact at least 48 hours in advance of mobilization for each work day.

Contractors shall post signage at the park gate indicating that work is in progress, and shall mark each active work area with a tall, high-visibility flag extending above the surrounding vegetation so that personnel working low to the ground remain visible.
The bluff edges are steep and may be unstable. All personnel shall remain upslope of steep edges and maintain safe working distances from drop-offs. Cutting and herbicide work near the bluff edge shall follow the terrain-appropriate safety and fall-protection measures the contractor is responsible for providing.
The park may remain open to the public during the treatment period. Contractors are responsible for maintaining safe separation from park visitors at all times, including the use of warning signage and temporary trail closures coordinated through NYS Parks.
