Technical Acceptance & Applicability Requirements for Low Speed Vehicles
GSA Multiple Award Schedule 23, 023-LSV

In order for low speed vehicles to be technically acceptable and applicable under GSA’s Multiple Award Schedule 23V - Special Item Number 023-LSV, the vehicle(s) must be compliant with FMVSS 500. Compliance testing with FMVSS 500 is required. The vehicle(s) offered shall have been tested using the Office of Vehicle Safety Compliance (OVSC) – NHTSA
Laboratory Test Procedure TP-500-02 for FMVSS 500, Low-Speed Vehicles. As part of the procurement process, the following information shall be submitted to the contracting officer:
For each *model offered-
1) A test report from a **recognized testing laboratory shall be provided with the offer.
At a minimum, the test report shall include the following:
a) Purpose of Compliance Test
b) Test Procedure and Summary of Results
c) Compliance Test Data Sheets
d) Noncompliance Data (if applicable)
e) Photographic documentation
f) Test Equipment List and Calibration Information
Where applicable, the above information shall be furnished using the format, forms, and templates found in NHTSA Laboratory Test Procedure TP-500-02. Failure to submit the above information in the format requested may be cause for rejection.
2) In addition, the low speed vehicle manufacturer shall be registered with NHTSA. The product type shall be - Low Speed Vehicles. Evidence of this shall be furnished with the offer. It is recommended that the vehicle model(s) offered under Schedule 23V, Special Item
Number (SIN) 023-LSV be listed as well.
*model offered - In order to reduce testing costs to the manufacturer, when a number of models are offered under Schedule 23V/SIN 023 – LSV, a representative model (or models) may be submitted for testing. The representative model (or models) offered for testing shall be similar to the other models offered (same style, type, motor, controller, battery configuration, frame, etc.). Government approval is required for representative models.
**recognized testing laboratory - It is recommended that an independent contractor laboratory listed by the Office of Vehicle Safety Compliance (OVSC) – NHTSA be used.
However, as an alternative, the vehicle manufacturer may use: 1) a non listed laboratory; 2) a qualified organization having experience in the field of automotive testing; or 3) its own test facility under the direction of a licensed Professional Engineer (PE).
General Information: Only vehicle models that are fully compliant with FMVSS 500 are applicable under Schedule 23V, SIN 023-LSV. Vehicle models that are noncompliant cannot be offered under Schedule 23V, SIN 023-LSV - even if the base vehicle model can be made FMVSS 500 compliant by the selection of offered safety equipment options (e.g. seat belts, windshield, headlamps, parking brake, etc.). The base model offered under Schedule 23V must be FMVSS 500 compliant.
The same vehicle model cannot be listed on two different GSA Schedules.
Vehicles such as ATVs and UTVs are not applicable under Schedule 23V, but may be applicable under Schedule 78, 251-1.
