Summary The current subscription for Value Line is expiring. Its Value Line Investment Survey service is used in the Office of Administrative Litigation for cost of equity studies for utility company rate cases that are litigated at the Commission.
Software Description
The Value Line Investment Survey is a software service of Value Line that provides continuously updated financial data on electric, oil and gas companies used in cost of equity studies in developing recommendations for the allowed rate of return on equity (ROE) in rate cases before the Commission. Each company’s financial data is updated quarterly to provide updated historical and estimates of selected financial data. The Commission exclusively uses Value Line industry classification data in the development for proxy groups in performing its two-step DCF analysis, which is then used to determine allowed rates of return on equity to be included in rate tariffs. Allowed ROE’s account for billions of dollars of cost of service rates, and are therefore hotly contested in litigated rate proceedings. Consequently, the Commission requires use of Value Line data, since Value Line is the most renowned source of information to common equity investors.
