Statement of Work
Subscription services for Public Access to Court Electronic Records
Objective: The Office of Enforcement (OE), Division of Investigations (DOI), and The Office of the General Counsel (OGC), the Solicitors (SOL) group requires access to subscription services for public access to court electronic records. Such access is the sole way that staff can obtain electronic access to case dockets, case information, and transcripts from the United States District Courts, United States Courts of Appeals and United States Bankruptcy Courts. OE/DOI/OGC/SOL/ participates in cases in all three types of federal judicial systems and utilizing public access to court electronic records for access to such information is necessary to fulfill litigation and research functions.
Background: Both program offices requires a vendor that can provide contemporaneous and comprehensive electronic access to case dockets and all case information for matters in United States District Courts, United States Courts of Appeals and United States Bankruptcy Courts. Access to the vendor will enable the program areas to represent the Commission in United States District Court to fulfill FERC’s statutory mission articulated in section 314 of the Federal Power Act and section 20 of the Natural Gas Act, which authorizes the Commission to bring an action in the proper district court of the United States where it appears that any person is engaged or about to engage in any acts or practices that constitute or may constitute a violation of the Commission’s statutory or regulatory requirements. Likewise, the program areas represent interests of the Commission in United States Bankruptcy Court.
Scope: OE/DOI/OGC/SOL/ requires a vendor to retrieve information such as:
· A listing of all parties, participants, including judges and counsel
· A listing of case-related information, including cause of action, case number, nature of law suit and involved dollar amount, as well as an up-to-date and complete chronology of case events for the entire record of the case
· Access to transcripts of all federal court proceedings
· Types of documents filed for each of the cases including access to the documents themselves
· An accurate and up-to-date docket sheet in a FERC litigation proceeding is critical for DOI to meet court-imposed deadlines and fully participate in litigated matters in these court systems.
OE/DOI/OGC/SOL/ staff need a fast, up-to-date comprehensive way to search and retrieve case information that is easy to use and requires no additional software or training. Staff will access the online vendor, as needed, to monitor various litigation cases pending in the various courts listed above as well conduct extensive search to identify and research cases in the federal court system. In addition, the vendor shall provide access to more than 500 million court documents in its system so that staff can research related cases.
Tasks: Vendor must provide print and download capability to the docket sheet and individual documents. Vendor must provide access to transcripts of all federal court proceedings. Pursuant to statutory authority granted by Congress.
The vendor is required to provide on-line access to all case-related information for matters pending and resolved in the United States District Courts, United States Courts of Appeals and United States Bankruptcy Courts. Such access must be up-to-date, available on-line, include extensive search capabilities as well as print and download functions for a reasonable price. On-line system shall be easy to use and require no additional software.
Government Furnished Items/Support: None; offerer should have Web-Based information that may be accessed online.
