The proposal due date and time remains unchanged at 10:00 AM (Eastern time), September 9, 2014.

FERC received six (6) questions in response to the solicitation. The questions and FERC’s responses are provided herein.

Question 1: Do you have an estimated value or budget for the Geotechnical Engineering Consultant Project?

Answer 1: The government is not releasing the government’s estimated value or budget for this procurement; however, the Statement of Work, Section 3.0 entitled Scope states, The government anticipates that the government will require approximately 500 consulting hours/year over the base and option year periods; this estimate is based on historical data and the government’s anticipated need for the next 5 years. Although 500 hours/year is the government’s best estimate, it is possible that the government’s need for performance under this contract could be as high as 700 hours/year as a consequence of any dam breaches or other unanticipated activity.

Question 2: What will be the estimated project cost of this assignment?

Answer 2: The government is not releasing the government’s estimated project cost for this procurement; however, the Statement of Work, Section 3.0 entitled Scope states, The government anticipates that the government will require approximately 500 consulting hours/year over the base and option year periods; this estimate is based on historical data and the government’s anticipated need for the next 5 years. Although 500 hours/year is the government’s best estimate, it is possible that the government’s need for performance under this contract could be as high as 700 hours/year as a consequence of any dam breaches or other unanticipated activity.

Question 3: Has a contractor performed similar work to this for the government in the past? If available, please provide the incumbent contract number. If you are unable to provide a contract number, is it safe to assume this is a new requirement for the government?

Answer 3: This procurement is a follow-on to a previous requirement. A contractor has performed similar work to this for the government in the past. The combined synopsis states, This procurement is a follow-on to a previous procurement FERC-09-BPA-90006 which expired on July 6, 2014. The incumbent contractor was Dr. Alfred J Hendron, PhD; Savoy; IL.

Question 4: Where is the place of performance?

Answer 4: The Statement of Work, Section 5.0, entitled Place of Performance states, The primary place of performance is the contractor’s facility with travel within the U.S.

Question 5: Can you please inform me the location of the sites for the work associated with FERC-14-R-0061?

Answer 5: The majority of work required under the resultant contract will be performed at the contractor’s facility; however, this contract will require that the contractor travel to and perform some on-site data collection/ evaluation/assessment at various hydropower dams and associated appurtenant structures throughout the US. The government can neither state with certainty nor predict the location of the hydropower dams or associated structures at this time. Much of the work performed under the resultant contract will be the result of geotechnical activity beyond the control of the government.

Question 6: If there is a DBE requirement, what is the percentage?

Answer 6: There is no Disadvantaged Business Enterprise (DBE) requirement. This procurement is a total small business set-aside consistent with FAR 52.219-6.
