The following questions were submitted by multiple Offerors concerning FERC’s IT environment:
Q1: What is the Commission’s Microsoft Window 7 Desktop Computing Environment requirement?
A1: The Commission uses Microsoft Windows 7 Desktop compliant to United States Government Configuration Baseline (USGCB) - www.usgcb.nist.gov
Q2: Please provide additional details concerning the following statement contained in the RFQ: “…System shall integrate with the single sign-on authentication and authorization requirements of the FERC Environment...”
A2: The Commission uses Microsoft Active Directory and HSPD-12 PIV compliant login to authenticate users and machines into the FERC Domain. Any application level security parameters must be configurable to accept these certificates OR be configurable so no further security logon is necessary to access the application. We are looking for single-sign on. Once the user logs on to the Government furnished equipment (GFE) they should not need to logon on to the application again.
Q3: Please provide additional details concerning the following statement contained in the RFQ: “…System shall support Telework and integrate well with current industry best practice teleworking technologies...”
A3: The Government has authorized Telework policies and practices. The application must function properly and be supported on Citrix or across a VPN.
The following technical questions were submitted by potential Offerors:
Q4: The RFP calls for a “network flow model” but also specifies detailed analysis of natural gas and NGL supply and demand, which would require a much more sophisticated model than simple flow modeling. How important is it to compute supply volumes from a fundamental resource analysis, as opposed to simple extrapolations of production trends?
A4: It is not required that the model compute supply volumes based on a fundamental resource analysis. However, the model does need regional gas supply curves (gas supplied as a function of price) and supply growth rates as inputs. The model should come with “base case” supply and demand inputs that can be modified by the model operator.
Q5: Do you want the model to compute LNG terminal capacities and export volumes or would input judgments suffice?
A5: The model does not need to compute LNG terminal capacities and export volumes, but does need the ability to add these points of supply and demand into the gas network.
Q6: What is the required time horizon for the model’s projections?
A6: The model should provide at least 20 year projections, but with the ability to run for shorter or longer horizons.
Q7: Can we combine Residential and Commercial gas demand into Core demand, or do these need to be separated for the analysis?
A7: Residential and commercial gas demand does not need to be separated out.
Q8: Does production for each NGL product need to be forecast separately?
A8: No
