About this file
This Request for Proposals (RFP) is issued by the Craig Housing Authority (CHA) in Colorado, seeking qualified residential privacy fencing installers for a new housing development project. The project involves installing fencing for 20 townhome backyards located at 785 Russell Street in Craig, with an anticipated opening in July 2024. Proposals are due by February 21, 2024, at 2:15 p.m. MST, with a mandatory pre-bid meeting scheduled for February 13, 2024, at 10:30 a.m. at the CHA Commissioner Chambers. The RFP requires respondents to submit a detailed supply and installation package for a 6' tall white vinyl plank fence, including one passageway gate for each townhome's backyard, with interior units sharing a common fence design.
The RFP emphasizes that selection will not be based solely on the lowest cost, but will consider the respondent's capabilities, competence, and capacity. Proposers must provide comprehensive documentation, including a cover letter, company history, qualifications, experience, and at least three references. The project requires compliance with municipal and state codes, and the highest industry standards. Insurance requirements include general liability coverage of $1,000,000 per occurrence, automobile liability of $500,000, and workers' compensation insurance. The CHA reserves the right to reject any or all proposals and will hold 5% retainage for projects over $10,000, to be paid upon substantial contract completion. The housing development is part of a workforce redevelopment project aimed at creating affordable housing in Craig, Colorado.

INTRODUCTION:
The Craig Housing Authority(CHA) located in Northwest Colorado, is seeking Request for Proposals (RFP) from qualified residential privacy fencing installers for a new housing development that is projected to be opened in July 2024. The project is located at 785 Russell Street in Craig, Colorado. This is a workforce redevelopment project for the Craig Housing Authority that will include a total of
20-townhomes when the project is completed.
Scope of Work: Interested respondents are to submit a detailed supply and installation package for fencing for townhome backyards on for-sale units that is in reference to tasks identified in Request for
Proposals (RFP) and in reference to the concept map attached. Please include a detailed timeline for the completion of the scope of work in bid submittal. As this is a material supply and installation project, the owner is open to suggestions on proposed supply and installation packages as this is an affordable housing project that is budget conscious.
AREAS: INDICATED IN THE ATTACHMENT (REFERENCE ATTACHED CONCEPT MAP)
Task #1 Fencing Materials
Provide a cost of materials for a 6’ tall white vinyl plank fence that isolates each individual backyard of the townhomes and includes one passageway gate to the parking area sidewalk. Interior units will share a common fence, so please supply a fence design that will be uniform on both sides of the units. A single gate for each home will be provided for access to the driveway sidewalk. You may suggest other material selections for aesthetic and cost purposes that fit within a similar budget and complement the home's aesthetic. Please indicate if there are any materials that are not provided in this proposal, and see the attached reference map for locations and takeoffs.
Task #1 TOTAL_______________
Task #2 Fencing Installation
Provide a description of installation practices and a cost of the installation of the proposed fence being supplied. The bold lines in RED indicate where the privacy fence will be installed for each backyard.
Interior units will share a common fence, so please supply a fence design that will be uniform on both sides of the units. A single gate with a latch for each home will be provided to access the driveway sidewalk. The installation of the posts is expected to be frost-protected and sturdy. Please indicate if there are any special accommodations that may be required for this installation. Please see the notes below and the attached area map for further information on installation details. The property lines will be surveyed and staked prior to the installation of the fence so these items can be left out of the proposal.
TASK #2 TOTAL________________
*** Note: Please be mindful that there will be electrical conduit lines running from the house to the driveways. These utilities will be consolidated as best as possible in locations where there will be as minimal interference with fence installation as possible. A map of the utility locations can be provided, and future coordination of these locations prior to installation is required.
*** Note: It should be understood that sections of fencing that intersect the building may require some level of custom manufacturing. Around the perimeter of the building exists a foundation curb that protrudes past the plane of the siding. This creates a gap between the fence post and the housing siding that needs to be filled in some way. Please see the attached Detail 1 Foundation Perimeter on the attached foundation plans and provide a recommendation on how this will be approached.
