HR001121S0001 Fast Event-based Neuromorphic Camera and Electronics (FENCE) ATTACHMENT 3: Unclassified//For Official Use Only (FOUO) Security Classification Guide, Unclassified//For Official Use Only (FOUO) Addendum, and Secret Addendum Request Form

INSTRUCTIONS:

A formal request for the HR001121S0001 U//FOUO Security Classification Guide, U//FOUO BAA Addendum and Classified BAA Addendum may be submitted by filling out this Unclassified//For Official Use Only (FOUO) Security Classification Guide, Unclassified//For Official Use Only (FOUO) Addendum, and Secret Addendum Request Form and emailing the Request Form to HR001121S0001@darpa.mil with subject line titled, “Request HR001121S0001 Security Classification Guide and Addenda.”

Proposers should submit this request no later than November 18, 2020 by 5:00 pm (ET) to allow adequate time to have classified material release to them in support of HR001121S0001. The DARPA Security POC and Program Security Representative (PSR) for the FENCE Program is: Mark Delesky (mark.delesky.ctr@darpa.mil / 571-218-4676). The intent is for proposers to request and receive this material in advance of Abstract Due Date such that 45 days are available for the full proposal before the due date. The Unclassified//For Official Use Only (FOUO) Security Classification Guide, Unclassified//For Official Use Only (FOUO) Addendum, and Secret Addendum Request Form (Attachment 3) is the only method of request that will be accepted. Security classification guidance via a Security Classification Guide and a DD Form 254, "DoD Contract Security Classification Specification," will be provided. DARPA will verify the facility clearance and the clearance of the recipient before e-mailing (via approved system/DoD SAFE) and/or mailing the U//FOUO BAA Addendum and Classified BAA Addendum.

All information listed on the Request Form is required and it is the proposer’s responsibility to ensure the information is correct before submitting. Any form not completed and correct will not be processed. PIs are required to engage and inform their Contractor Program Security Officer (CPSOs) of their intent to propose and it is the CPSO's responsibility to engage and inform the DARPA PSR during the proposal. It is anticipated that the proposal will be submitted in two parts: the unclassified full proposal and Collateral Secret addendum. Please review the BAA HR001121S0001 for submission instructions. To participate in this proposal you will need a DCSA Certified & Accredited Facility to process your proposal. If you do not, it is suggested you look into teaming with other proposers who meet this requirement.

Proposers that meet the personnel and physical security requirements along with a background in developing and integrating read-out integrated circuits and image processors may request this U//FOUO Addendum, Security Classification Guide, and Classified BAA Addendum. The DARPA PM has the final authority to determine if a proposer meets the identified requirements. Proposers should allow at least ten (10) business days for processing requests for the materials plus time for delivery (DARPA PSR DELIVERY TO CDR: NLT 30 November) and (DELIVERY TO PERFORMERS: NLT: 2 December by 5:00pm (ET). DARPA will notify the proposer’s Contractor Program Security Officer (CPSO) of the approval. Requests will be handled on a first in, first out basis. A request will be sent to the CPSO for incomplete or inaccurate forms which will need to be updated and returned by the deadline November 18, 2020 by 5:00pm (ET).

It is the proposer’s responsibility to ensure that they fully familiarize themselves with the FENCE Security Classification Guide prior to reading the Classified Addendum and preparing proposals for submission. It is expected that responses to the BAA and Addenda will contain information classified up to the SECRET level. Precautions for the handling and transmission of this material should be considered in the logistics and timeline of proposal submission.
