About this file
This scope of work document outlines requirements for two modular wastewater treatment plants to be delivered near Schriever, Louisiana to support temporary housing in the aftermath of Hurricane Ida. The systems must treat domestic wastewater to specified limits for biochemical oxygen demand, total suspended solids, fats/oils/grease, and fecal coliform. Each plant must treat 40,000 gallons per day design flow and 20,000 gallons per day actual flow. The manufacturer must provide startup support, training, and operation/maintenance manuals. Bidders should describe the scalability of the proposed systems to varying flows and treatment levels as well as mobilization/demobilization efforts, operational requirements, power needs, storage/maintenance procedures, delivery schedule, current production constraints, and warranties. Relevant experience and support capabilities should also be included. The related federal contract opportunity is a sources sought notice for these wastewater treatment plants issued by the U.S. Army Corps of Engineers Engineering District Memphis.

I. Summary:
Two complete, operational, modular, wastewater treatment plants. Plants shall include all tankage, mechanical & electrical components, media, and all ancillary components required to meet performance requirements listed herein. Installation of equipment will be by others. Interconnecting piping and wiring, normally field installed, between various treatment units and control panels are not included in the scope of supply.
Plants should be capable of being decommissioned disassembled, stored, reassembled, and restarted.
Delivery and initial installation will be near Schriever, Louisiana. However, future installations may be anywhere within the continental United States.
II. Equipment:
1. Performance Requirements Specific to Wastewater Treatment Plant A:
a. Treat a design hydraulic loading of 40,000 GPD based on regulatory requirements.
b. Treat and actual hydraulic loading of 20,000 GPD.
2. Performance Requirements Specific to Wastewater Treatment Plant B:
a. Treat a design hydraulic loading of 40,000 GPD based on regulatory requirements.
b. Treat an actual hydraulic loading of 20,000 GPD.
3. Performance Requirements Common for Both Wastewater Treatment Plants A and B:
a. Operate on 120/240 Volt, Single Phase, 60 Hz, power
b. Configured for above grade installation and operation
c. Suitable for operation in prevailing environmental conditions of Terrebonne Parish, Louisiana, including temperature, wind, seismic.
d. Accept raw, unscreened, pump fed domestic wastewater consisting of:
300 mg/L BOD5 , 300 mg/l TSS, 25 mg/l FOG
e. Produce effluent quality not greater than:
20 mg/L BOD5 , / 20 mg/L TSS, , 15 mg/L FOG, 200 per 100mL Fecal Coliform
f. Final disinfection to be by Ultraviolet (UV) equipment.
III. Manufacturer’s Support Services:
1. Startup Services
Upon installation by others, provide services of a factory authorized technician to inspect the installation, witness equipment startup, and perform field tests to verify proper equipment operation. Provide the Government’s representative a written description of tests performed, field measured values, and any remedial actions necessary to place into service.
2. Training Provide training, including reference manuals, for three Government employees on proper installation, demobilization, operation, maintenance, startup, and equipment testing procedures. Training location to be within the continental united states. Do not include costs for transportation, lodging, or meals.
3. Operation & Maintenance Manuals Provide one PDF and three hard copies of installation, operation, and maintenance manuals for all products supplied.
IV. Evaluation
1. Scalability Provide a brief descript of ability to install proposed components to meet varying flow conditions, including minimum acceptable loadings, in terms of GPD at design BOD concentrations, to maintain process performance without supplement food sources.
Provide brief description of ability of proposed components to discharge treated effluent to lower numerical concentrations of BOD, TSS. Also include ability to provide reductions in Total Nitrogen and Total Phosphorous. It is understood that additional treatment levels of treatment will likely reduce the hydraulic throughput of the proposed system. List any additional equipment required (i.e. supplemental blowers, pumps, media, tankage) to provide increased levels of treatment. Detailed process or hydraulic calculation are not required. Include a process schematic for alternate arrangements.
2. Mobilization / Demobilization Effort Provide a brief description of unloading / loading requirements. For example, can equipment be unloaded with common track-excavators or are cranes required. Include number of truck shipments required to transport all equipment. Does any equipment require low-boy trailers or will deck over flat beds be sufficient to meet DOT interstate requirements without over height permits.
3. Operational Requirements
At design conditions listed, provide a description of recommended daily, monthly, yearly operational procedures. Include items such as sludge wasting, oil changes, belt changes, cleaning, etc. Do not include normal regulatory sampling as required for local discharge permits.
4. Power Requirements
Note the complete system’s full load amps required. Note any deviations from power requirements listed above.
5. Storage & Turn Around Maintenance Requirements
The treatment system is anticipated to be placed into service for 18 months. Upon the end of the 18 month service, the system will be disassembled, moved to off site storage, and stored for future use. Storage periods could be multiple years before the system is reinstalled at another location, and the process repeated.
Provide a brief description of manufacturer recommended procedures for maintenance before, during, and after storage periods such that the system can be reassembled and returned to service.
6. Delivery Schedule
Provide schedule for delivery for each complete system.
7. Current Constraints List current constraints on producing the equipment contained within this scope of work. Note items such as component availability, labor, shipping, etc.
8. Experience Provide a list of installed and functional installations utilizing similar equipment in the past 5 years. Include installations in a verity of environments.
9. Warranty
Equipment shall be warranted for not less than 1 year from the date of receipt. Provide any information regarding extended warranties on overall equipment or specific components that is being provided as part of the Offeror’s package.
10. Support Capabilities Provide brief description of ability of manufacturer to provide support for deployment startup, operation, maintenance, demobilization, and storage. Only those manufacturers support services specifically noted elsewhere will included in the successful offeror’s contract. Any future support services, if desired, would be procured under separate instrument.
List factory authorized service provider locations in the continental United States
V. Submittal:
1. Listing of equipment types and quantities to be provided for each plant. This is not intended to be a complete bill of materials used in construction of specific equipment, rather a listing of equipment.
2. Overall L x W x H of each major component such as tank, treatment unit, enclosure, etc. that would be located on the plant site and interconnected to form the complete treatment system.
3. Process schematic and brief description for each plant.
4. Provide brief responses to items listed under Evaluation.
5. Provide other relevant information for consideration, including assumptions, limitations, and exceptions used in preparation of the offer.
6. Price
