About this file

This addendum to a FEMA RFP provides Lane County's response to questions regarding its current Public Assistance (PA) project portfolio and contract concerns. Lane County currently has one noncongregate sheltering (NCS) project application valued at approximately $1.7 million submitted for FEMA review covering activities through June 30, 2021. The county intends to submit at least two additional NCS applications for subsequent periods: July 1, 2021 through December 31, 2021 (estimated at $500,000) and January 1, 2022 through April 1, 2022 (estimated at $300,000 to date). Lane County may pursue additional future NCS projects depending on the progression of the emergency and will submit project applications on a quarterly basis as directed by FEMA. Additionally, Lane County is in preliminary stages of establishing a testing project but has not finalized whether testing activities will be submitted through FEMA or the Oregon Health Authority (OHA), with expected costs of at least $500,000.

Regarding contract terms and conditions, Lane County noted that the sample contract provided in the RFP was for informational purposes only, with the final contract to be negotiated between the selected vendor and Lane County. The addendum does not specify set-asides, incumbent contractors, or detailed pricing terms, as those matters remain subject to vendor negotiation. Total dollar amounts for the testing project remain undetermined pending the determination of the appropriate submitting agency and final scope definition.

Addendum 1

Question: [please provide] Overview of current FEMA PA projects ‐ amount, dollar values, process step statuses. Total dollar value of any additional costs that may be submitted for reimbursement through the FEMA PA program.

Answer:

1. Lane County currently has one project application for non‐congregate sheltering (NCS) submitted and in review with FEMA. This project application is for approximately $1.7M and covered NCS activity through 6/30/21.

2. Lane County intends to submit at least two additional applications for NCS covering subsequent periods. These projects will cover a) 7/1/21 – 12/31/21 and

b) 1/1/22 – 4/1/22. For a), project estimate is approximately $500,000, and for b), the project period is ongoing but approximately $300,000 to date.

3. Lane County may have future projects for NCS activity depending on the course of the ongoing emergency. FEMA has directed Lane County to submit these project applications on a quarterly basis, so the next project would cover any NCS activity during 4/1/22 – 6/30/21.

4. Lane County is in early steps of establishing a project for testing but has not made a final determination as to whether testing activity will be submitted through FEMA or OHA. This project is ongoing, so total dollar amounts are unknown, but expected to be at least $500,000.

Question: I have concerns with contract terms in RFP.

Answer: The sample contract was attached for informational purposes. The contract will be negotiated with the vendor and Lane County.
