PERFORMANCE WORK STATEMENT
FEDSUN CABLE LOCATOR SERVICE
NAVAL AIR WARFACE CENTER
TRAINING SYSTEMS DIVISION (NAWCTSD)

1. GENERAL INFORMATION
1.1 General: This is a non-personnel services contract to perform locator services in the Central Florida Research Park as needed for the Federal, State, and University Network (FEDSUN) infrastructure. The Government shall not exercise any supervision or control over the contract service providers performing the services herein; contract service providers shall be accountable to Sunshine State One Call of Florida (SSOCOF) who is responsible to the Government.
1.2 Description of Services/Introduction: The contractor shall provide all the necessary equipment and materials to perform locator services such as underground warning tape, above-ground survey marking flags, locator equipment, and other items and non-personal services necessary to perform locator services as defined in this Performance Work Statement except for those items specified as government furnished property and services. The contractor shall perform to the standards in this contract.
1.3 Background: The FEDSUN network infrastructure serves both the federal government and defense contractors in Central
Florida Research Park. This network allows for high-performance network requirements, high-bandwidth internet connectivity, and point-to-point connectivity for secure testing. FEDSUN supports DOD in its research and development of the training and simulation mission areas and provides a powerful example of leveraging expertise and technology to advance training readiness. This program has connected DOD agencies, military contractors, and state academia into a high performance, globally expanding network infrastructure.
1.4 Objectives: The objective of this order is to provide all the necessary equipment and materials to perform locator services in the Central Florida Research Park as needed for the Federal, State, and University Network (FEDSUN) infrastructure. The contractor will provide a consultant with an extensive understanding of the existing infrastructure in the Central Florida
Research Park. Familiarity with the Sunshine One Call system and the state and local codes relating to underground utilities is required.
1.5 Scope: The contractor shall respond to Sunshine One Calls within two full business days for all construction, water, sewer, natural gas, communications or utilities requiring locates in the right of way as per state and local codes. Services include; providing an all clear code to the positive response system when FEDSUN does not have underground facilities within the excavation site, physically marking the excavation site according to the American Public Works Association -
Utility Location Coordination Council color codes, or contacting the excavator to re-schedule the locate when you cannot complete the locate within the legal timeframe. The contractor shall accomplish an update to SSOCOF positive response system so excavators can quickly tell whether the excavation site has been marked.
1.6 Period of Performance: The Period of Performance is 365 calendar days after date of contract award. This subscription shall also include four option years to be executed at the discretion of NAWCTSD.
1.7 General Information
1.7.1 Quality Control: The contractor shall be responsible for complying with all applicable federal acquisition regulations
(FAR), defense acquisition regulations (DFAR).
1.7.2 Quality Assurance: The Contractors primary focus is to ensure performance is in accordance with this work statement.

1.7.4 Hours of Operation: Contractor personnel are expected to conform to government agency normal business hours, which are Monday to Friday 0800 to 1630, with the exception of federal holidays. Work outside of normal work hours, if required, will be discussed and agreed upon between the task leader and the government representative.
1.7.5 Place of Performance. All on-site work will be within the Central Florida Research Park, in east Orlando, Florida.
(see TECHNICAL EXHIBIT 4).
1.7.6 Security Requirements: N/A
1.7.7.1 Physical Security: The contractor shall be responsible for safeguarding all government equipment, information and property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured.
1.7.7.2 Key Control: The Contractor shall establish and implement methods of making sure all keys/key cards issued to the
Contractor by the Government are not lost or misplaced and are not used by unauthorized persons.
1.7.7.2.1. In the event keys, other than master keys, are lost or duplicated, the Contractor shall, upon direction of the
Contracting Officer, re-key or replace the affected lock or locks; however, the Government, at its option, may replace the affected lock or locks or perform re-keying. If the replacement of locks or re-keying is performed by the Government, the total cost of re-keying or the replacement of the lock or locks shall be deducted from the contract. In the event a master key is lost or duplicated, all locks and keys for that system shall be replaced by the Government and the total cost deducted from the
1.7.7.2.2. The Contractor shall prohibit the use of Government issued keys/key cards by any persons other than the
Contractor’s employees. The Contractor shall prohibit the opening of locked areas by Contractor employees to permit entrance of persons other than Contractor employees engaged in the performance of assigned work in those areas, or personnel authorized entrance by the Contracting Officer.
1.7.7.3 Lock Combinations: The Contractor shall establish and implement methods of ensuring that all lock combinations are not revealed to unauthorized persons. The Contractor shall ensure that lock combinations are changed when personnel having access to the combinations no longer have a need to know such combinations. These procedures shall be included in the Contractor’s Quality Control Plan.
1.7.7 Special Qualifications: The contractor will provide a consultant with an extensive understanding of the existing infrastructure in the Central Florida Research Park. Familiarity with the Sunshine One Call system and the state and local codes relating to underground utilities is required.
1.7.8 Periodic Meetings: The contracting officer, or other Government personnel, as appropriate, may meet periodically with the contractor. The contractor will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government.
1.7.9 Key Personnel: The contractor shall provide a contract manager, and alternate manager, who shall be responsible for the performance of the work who shall act for the contractor and shall be designated in writing to the contracting officer. The contract manager or alternate shall have full authority to act for the contractor on all contract matters relating to daily operation of this contract. The contract manager or alternate shall be available Monday thru Friday between 0800 to 1630, except Federal holidays or when the government facility is closed for administrative reasons. The contractor will provide a consultant with an extensive understanding of the existing infrastructure in the Central Florida Research Park. Familiarity with the Sunshine One Call system and the state and local codes relating to underground utilities is required.
1.7.11 Identification of Contractor Employees: All contract personnel attending meetings, answering Government telephones, and working in other situations where their contractor status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials.
They must also ensure that all documents or reports produced by contractors are suitably marked as contractor products or that contractor participation is appropriately disclosed
2. DEFINITIONS AND ACRONYMS:
2.1. Definitions
2.1.1. Contractor: A supplier or vendor awarded a contract to provide specific supplies or service to the government. The term used in this contract refers to the prime.
2.1.2. Contracting Officer: A person with authority to enter into, administer, and or terminate contracts, and make related determinations and findings on behalf of the government. Note: The only individual who can legally bind the government.
2.1.4. Defective Service: A service output that does not meet the standard of performance associated with the Performance
Work Statement.
2.1.5. Deliverable: Anything that can be physically delivered, but may include non-manufactured things such as meeting minutes or reports.
2.1.6. Key Personnel: Contractor key personnel shall be required in the performance of a contract.
2.1.7. Physical Security: Actions that prevent the loss or damage of Government property.
2.1.8. Quality Assurance: The government procedures to verify that services being performed by the Contractor are performed according to acceptable standards.
2.1.9. Quality Control: All necessary measures taken by the Contractor to assure that the quality of an end product or service shall meet contract requirements.
2.1.10. Work Day: The number of hours per day the Contractor provides services in accordance with the contract.
2.1.11. Work Week: Monday through Friday, unless specified otherwise.
3. CONTRACTOR FURNISHED ITEMS AND RESPONSIBILITIES:

4.1. Basic Services: The contractor shall provide services to perform locator services.
4.1.1 The contractor must respond to Sunshine One Calls within two full business days for all construction, water, sewer, natural gas, communications or utilities requiring locates in the right of way as per state and local codes by doing one of the following:
1. Provide an all clear code to the positive response system when FEDSUN does not have underground facilities within the excavation site
2. Physically mark the excavation site according to the American Public Works Association - Utility Location
Coordination Council color codes
3. Contact the excavator to re-schedule the locate when you cannot complete the locate within the legal timeframe. If the excavator's voice mail is reached, leave a message explaining the situation and your need to re-schedule. Enter positive response code 3F only after the excavator has been reached and the new schedule arranged.
4.1.2 The contractor must provide an update to SSOCOF's positive response system so excavators can quickly tell whether the excavation site has been marked. Members with Internet access may provide positive response updates by accessing the website. A user name and password are required to access this system. Members may use their existing Internet login ID and password. Those members that do not have this information may request it by sending an e-mail to the Member Services
Department (memberservices@mail.callsunshine.com). Positive response updates can also be provided by dialing (800) 852-
8057. A user ID is required to access the phone system to update your positive response which can be requested by sending an e-mail to the Member Services Department.
4.1.3 Members are required to verify and update their contact information annually. Sunshine State One Call of Florida
(SSOCOF) uses this to distribute “locate tickets”. Provide those updates whenever there is a personnel change or you have moved offices, so your locate tickets can be delivered and you can continue to prevent damage to FEDSUN facilities.
