About this file
This is a Federal Required Certification document for a state and local contract opportunity issued by Pasadena Water and Power (PWP), a California municipal utility. The solicitation seeks qualified contractors to provide comprehensive power line clearance services, including professional tree trimming, tree removal, brush clearing, and vegetation management throughout the city of Pasadena. The scope requires contractors to field a minimum of six two-person power line clearance crews to perform approximately 14,560 crew hours annually in compliance with OSHA 1910.269 and California Code of Regulations standards. Project release is scheduled for August 28, 2025, with bids due by 4:00 p.m. on September 18, 2025. The initial contract term is three years from execution, with three optional one-year renewal extensions available. The contract will be awarded to the lowest responsive and responsible bidder meeting all minimum qualification requirements.
Contractors must demonstrate expertise in power line clearance tree trimming and possess appropriate California licensure (C-49 or C-61/D-49 licenses), along with documented safety records and certified line clearance tree trimmer credentials. Insurance requirements are substantial, including $5,000,000 in Commercial General Liability coverage, $1,000,000 in Automobile Liability coverage, and workers' compensation insurance as mandated by California law. All bidders must obtain a Unique Entity Identifier (UEI) from SAM.gov and certify compliance with federal lobbying regulations as outlined in 44 C.F.R. Part 18 and 31 U.S.C. Chapter 38. Contractors must also comply with prevailing wage laws and local Pasadena municipal codes. The procurement is open to all qualified contractors without specific disadvantaged enterprise set-asides, though local business and workforce development preferences are emphasized. No specific contract value is stated in available documentation.
