About this file

This is a Federal Certification Regarding Lobbying document required under 31 CFR Part 21, applicable to the City of Scranton's East Mountain Retaining Wall Repair contract opportunity in Pennsylvania. The certification document establishes the legal framework and requirements that contractors must acknowledge and comply with when submitting bids for this project. The contractor's authorized official must certify that no federal appropriated funds have been or will be paid to influence federal agency officers, members of Congress, or congressional employees in connection with the contract award. Bids are due by 10:00 am on Wednesday, September 23, 2026, and will be opened in City Council Chambers on the 2nd Floor of City Hall. All bid documents must be submitted through the City of Scranton's e-Procurement Portal at https://secure.procurenow.com/portal/scrantonpa, and bidders must register and follow the project to receive addenda notifications and participate in the bidding process. Technical and scope-related questions must be submitted through the portal's Q&A function prior to 11:59 pm on the specified deadline.

The certification requires that if any non-federal funds are used for lobbying purposes in connection with this contract, the contractor must complete and submit Standard Form-LLL, "Disclosure Form to Report Lobbying," in accordance with its instructions. The contractor must also include this certification language in all subaward documents at all tiers and ensure all subcontractors certify and disclose accordingly. Failure to file the required certification subjects the contractor to civil penalties ranging from $10,000 to $100,000 for each failure. The certification is a material representation of fact and a prerequisite for contract execution, and submission constitutes agreement that the provisions of 31 U.S.C. Chapter 38 regarding administrative remedies for false claims and statements apply to the certification and any disclosures.
