Federal Assistance Notification - UEI Transition

From
Reisig, Andrew R

Federal Assistance Notification: UEI Transition

What is going to happen?

All organizations need an identifier for federal awards processes. On April 4, 2022, that identifier is changing from the DUNS Number to the Unique Entity ID (SAM), issued by SAM.gov.

* March 29 is the last day for organizations to obtain a new DUNS Number from Dun & Bradstreet for registering an entity or getting a Unique Entity ID (SAM).

* April 1 is the last day organizations can use a DUNS Number to get a Unique Entity ID (SAM) or register an entity in SAM.gov.

* After April 4, 2022, organizations will go to SAM.gov, not Dun & Bradstreet, to obtain their Unique Entity ID (SAM).

SAM.gov will be down for maintenance to complete the transition beginning on April 1 at 8:00 PM (ET) until no later than 9:00 AM (ET) April 4.

How will this impact organizations?

* Active SAM.gov registration: These organizations have automatically been assigned a Unique Entity ID (SAM) and no action is required.

* Inactive SAM.gov registration: These organizations have automatically been assigned a Unique Entity ID (SAM) and no action is required.

* No previous registration, starting before April 1: These organizations will still need to obtain a DUNS number in order to register on SAM.gov. They will automatically be provided with a Unique Entity Identifier (SAM) when registering in SAM.gov.

* No previous registration, starting after April 4: These organizations will not need to obtain a DUNS number and will be provided with a Unique Entity Identifier (SAM) when registering in SAM.gov.

Will organizations be required to complete any additional steps?

No. Domestic organizations will only need to go to SAM.gov in order to obtain a UEI (SAM) and register in SAM.gov.

International organizations will still need to obtain a NCAGE code prior to registering; however, there will no longer be the need to obtain a DUNS number. International organizations must be certain to ensure that the information they enter into SAM.gov matches the information as they registered for their NCAGE code.

Will organizations be able to obtain a UEI without registering in SAM.gov?

Yes. Organizations only getting a UEI (SAM) and not registering their entity into SAM.gov, then the process only requires them to provide basic information about their organization. An entity registration requires additional information about their organization, assertions, representations and certifications, and other information. All organizations should navigate to SAM.gov and click GET STARTED.

Can an organization opt out of public display?

Yes. Organizations only getting a UEI (SAM) will have a status that indicates ID Assigned. Organizations getting a UEI and registering will have a status that indicates Active Registration. Both statuses are only visible to SAM.gov users if the organization has opted into public display. During registration, organizations can opt out of public display. This means that the organization will be searchable and viewable only by authenticated federal users and users who have a SAM.gov role with the entity.

Will a generic UEI (SAM) be available, like the UEI (DUNS) for organizations who receive a waiver to the registration process?

Yes. While all waivers should be rare and in accordance with 2 CFR 25, the Department of State will be utilizing the following generic UEI (SAM) in order to issue awards to organizations (and to individuals) who have received a waiver from a warranted grants officer.
