Federal 1-8 Reclamation Work Data Sheet
1. Fluids that are circulated from the well shall be contained and disposed of after removal from the well site. The Contractor shall be responsible for the disposal of the fluids in a legal manner and for payment of any fees required. The fluids shall be taken to an approved waste disposal facility, which meets the requirements of all federal, state, and local regulations.
2. After the well is plugged and associated infrastructure is removed, the well pad and access road (portion on federal land) shall be reclaimed. Reclamation earthwork for reclamation shall consist of: 1) backfilling pits, 2) removal of surface gravel, burying gravel may be approved with prior CO approval, 3) re-contouring and stabilizing the well site, access road, cut/fill slopes, drainage channels, utility and pipeline corridors, and all other disturbed areas, to approximately the original contour, shape, function, and configuration that existed before construction (any compacted backfilling activities shall ensure proper spoils placement, settling, and stabilization), 4) surface ripping, prior to topsoil placement, to a depth of 18-24 inches deep on 18-24 inch centers to reduce compaction, 5) final grading and replacement of all topsoil so that no topsoil remains in the stockpile, 6) surface-roughening and other techniques such as snow fencing to increase soil moisture retention and reduce compaction (all surface soil material shall be pitted or roughened such that the entire reclamation area will be uniformly covered with depressions constructed perpendicular to the natural flow of water and/or prevailing wind), 7) seeding in accordance with the reclamation requirements, 8) fencing to protect the reclaimed area from livestock and wildlife, and 9) compacting reclaimed roads that are to be re-established as 2-tracks.
3. All reclamation should be accomplished as soon as possible after the disturbance occurs. Before commencing any reclamation work, CO shall be notified a minimum of 48 hours prior. A joint inspection of the disturbed areas may be required and attended by the CO and contractor, the primary purpose of which is to review and agree to the reclamation plan.
4. Topsoil shall be conserved. Topsoil on roads is on backside of ditches. According to the Application for Permit to Drill, the topsoil on the well pad was placed on interim reclamation. Approximately top 4” of interim reclamation is topsoil. It is difficult to delineate where the boundary of the interim reclamation is located. As such, the topsoil on the well pad will be addressed at the joint inspection, if required.
5. Culverts shall be removed and disposed off of federal lands. Waterbars that are passable with a pickup truck, shall be constructed in all areas with culverts, and as needed to prevent erosion.
6. All practicable measures shall be utilized to minimize erosion and stabilize disturbed soils on or adjacent to the disturbed and reclaimed area. There shall be no evidence of mass-wasting, head-cutting, large rills or gullies, down cutting or overall slope instability. Should the use or storage of hay, straw, or mulch be necessary, the Operator is required to use certified weed-free hay, straw, and mulch on BLM lands.
7. Prior to seeding, seed bed shall be approved by CO. CO shall be notified a minimum of 48 hours prior to seeding.
8. Reclamation earthwork for final reclamation shall be completed within 6 months of well plugging (weather and wildlife stipulations permitting). The surface disturbance shall be seeded (no later than) the next fall/spring growing season (after September 15 and before April 15) immediately after (upon) completion of backfill, recontouring and reclamation. Seeding on frozen ground is prohibited.
9. The seed mixture(s) shall be planted in the amounts specified in pounds of pure live seed (PLS)/acre. There shall be no primary or secondary noxious weed seed in the seed mixture. Seed shall be tested, and the viability testing of seed shall be done in accordance with State law(s) and within 9 months prior to purchase. Commercial seed shall be either certified or registered seed. The seed mixture container shall be tagged in accordance with State law(s) and available for inspection by the CO. Since seeds are of different sizes and require different planting depths, the Operator shall use the appropriate equipment to ensure that the seed mixture is correctly and uniformly planted over the disturbed area. Seed shall be broadcast if drilling is not possible. When broadcasting the seed, the pounds per acre are to be doubled.
10. Contractor shall submit a report of reclamation to the CO with the following information: 1. Seed tags of the species planted on the location and 2. Seeding Rate by Species (PLS/acre) within 90 days of the notice of seeding.
11. Fencing of the reclaimed well pad is required to exclude livestock and wildlife and to help ensure better re-vegetation success, with a wire gate to allow vehicle access. Location of gate shall be the access road. Fencing requirements are contained in the Fencing Wire Work Data Sheet.
12. Portion of reclaimed road to be re-established as a two-track, shall have it’s 12.5” wide travelled way compacted with a roller.
13. See site specific requirements below for location of reclamation, road treatments, and seed mix.
