RTBT Stub Construction

Expression of Interest Request

Background:

UT-Battelle is requesting an Expression of Interest for construction of a new section of accelerator tunnel at the Spallation Neutron Source (SNS) located within the Oak Ridge National Laboratory in Oak Ridge TN. The Ring to Target Beam Transport (RTBT) Stub Construction Project is part of the Proton Power Upgrade (PPU) that is increasing the capability of the current SNS accelerator and supports the Second Target Station, which is underway and includes conventional facilities construction with an estimated cost in excess of $500M. The PPU project is funded as a U.S. Department of Energy, Office of Science Line-Item project.

The Construction Services solicitation is scheduled for spring 2022 with an award expected in late-summer 2022, with a contract duration of about 15 months. The majority of the construction will be required to be performed during a 180-day period as part of an SNS maintenance outage starting February 2023. Given the importance of completing this project on schedule, an on-time completion incentive is planned.

Scope:

The construction is detailed in the attached drawing package and summarized here in three phases of work:

1. Pre-outage planning, submittals, subcontract and material procurements, mobilization, pre-outage site and utility work

2. Outage dependent work including mass excavation, installation of storm water systems and foundation drains, sheet-piling, shotcrete, 3000 square feet of at-grade concrete tunnel construction adjacent to existing structure, waterproofing, soil backfill for radiation shielding, interior mechanical and electrical, concrete cutting, geomembrane liner

3. Post-outage final grading and backfill over liner, demobilization, as-builts, turnover submittals.

It is anticipated that completing the RTBT Stub construction will require more than normal work hours and/or multiple shifts. Weather delays need to be accounted for in the work planning to meet the project schedule. The work site will be available for work 7-days per week and 24-hours per day.

Submittal Request:

All interested firms are requested to provide the following items in a total of 3-pages or less excluding attachments:

1. Primary contact information including name, position, e-mail address and preferred telephone numbers for solicitation correspondence.

2. Narrative summary/overview that demonstrates your project understanding and approach to successful completion of the scope within the period of performance. A notional schedule may be provided as back-up.

3. Provide examples of two (2) facilities of similar size, scope, type, and function (Line Item/DOE/Federal projects preferred). Lack of construction experience on federal installations will not automatically disqualify potential bidders. Projects constructed for private or public owners can also be provided.

4. The RTBT Stub Construction award is anticipated to be between $5M and $10M. What level of on-time completion incentive (percent of awarded subcontract value) would make the project more attractive for bidding?
