Text version
The overarching objective of this award is to provide training, professional development, outreach/event, and inclusive leadership support to USAID, other federal government entities located at U.S. Embassies and USAID's Office of the Chief DEIA Officer {A/DEIA) in implementing its training, outreach and inclusive leadership training.
b) Performance Objectives The activity will consist of four (4) specific performance objectives, which are to:
1. Develop Tailored Inclusive Leadership Training;
2. Provide Inclusive Leadership Training, Including Pre-Work And Onsite Material;
3. Coordinate and Support Outreach and Awareness Events; and
4. Provide Follow Up Technical Assistance Post-Training
c) Period of Performance: One {1) base year with One {1) Option year {Subject to Availability of Funds).
d) Total Estimated Cost: $700,000.00.
4. A demonstration that the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited:
During 2023, A/DEIA received numerous requests to host inclusive leadership training at U.S. Embassies around the world for USAID and US government agencies in the U.S. Embassy interagency. In March 2024, USAID received this exclusive training to Embassy personnel in Sierra Leone. This training was done on a pilot basis, and received outstanding reviews from U.S. Embassy staff, including the highest ranking officials like Ambassadors. The specialized content developed and delivered for this exclusive tailored training for mid-level and senior-level leaders, including local staff, remains to be the intellectual property of the Contractor. AkyTech Solutions, has the expertise of working other entities within the federal government, particularly related to logistics, training preparation and follow up and continuity of message with USAID and Embassy personnel.
AkyTech has years of experience in logistics, training and event management. It would be unrealistic and inefficient to assume an award to another Contractor could be established and the vendor would be able to overcome the steep learning curve and gain the knowledge, achieve the momentum gained, and provide the required services to the USG, U.S. Embassy and USAID in the required timeframe.
5. Determination by the ordering activity contracting officer that the order represents the best value consistent with 8.404{d).
Akytech Consulting, LLC is a holder of a negotiated GSA schedule contract which will allow for the use of the procedures in 8.405, as such this is the best value to the government. GSA has already determined the labor rates fair and reasonable. Therefore, a separate determination of fair and reasonable pricing is not required.
