QUESTION RESPONSE

I noticed the FDSSIV Sources Sought Planning Document was posted on Sam.Gov but the SOW and Instructions for responses are not posted. Will there be an update with the documents posted on Sam.Gov?

The Statement of Work was inadvertently not posted in error and has been uploaded to SAM.gov. In addition, the instructions regarding submission of capabilities and qualifications has been posted as Enclosure 1.

We noticed that a Sources Sought Notice and Statement of Work (SOW) announcement was made April 24, 2023 on SAM, but there was no attached SOW nor did the Sources Sought document suggest response direction or expectations. Was the posted announcement a prelude to the release of the official documentation or was the April 24 release missing additional attachments? Please clarify your intentions of the April 24, 2023 FDSS IV announcement release.

The Statement of Work was inadvertently not posted in error and has been uploaded to SAM.gov. In addition, the instructions regarding submission of capabilities and qualifications has been posted as Enclosure 1.

Will FDSSIV be procured under NAICS 541330 Engineering Services with a corresponding size standard of $25M or will it be under NAICS code 541330 Exception 1 $41.5M Military and Aerospace Equipment? Will FDSSIV be a small business procurement or another socioeconomic class?

The Government is in the early stages of this procurement and have not yet finalized a strategy.

This appears to be a follow‐on effort. Please provide the name of the incumbent contractor for the current and prior incumbent(s). Is the current FDSS contract F&O or is it a set aside? If set‐aside, is a specific socio‐economic group (i.e.: 8(a), SDB, WOSB, SDVOSB) specified? What is the approximate schedule for release of an RFP and contract award?

The incumbent contractor for FDSS III is OPR, LLC. FDSS III was a Small Business set aside.

The Government is in the early stages of this procurement and will provide an update to industry regarding the schedule at a later date.

Is this the final sources sought, or a notification of an imminent sources sought that will be posted at a later date? If this is the final sources sought, does the Govt have any requirements for the format or information that they would like included in a response? The SAM posting mentions providing a Statement of Work (SOW), however there doesn t appear to be one attached to the SAM post. Is the list of NMDB areas of expertise intended to be a high‐ level SOW or will the SAM posting be revised to include a SOW? The SAM post states that questions are due by 1 May, however the sources sought notice attached to the SAM posting (filename “Sources+Sought+Notice+‐ +Final+(Meta+Data+Check).pdf”) lists the due date for questions as 26 April. Can the Govt provide clarification on when questions are due?

At this time this is the only sources sought.

The Statement of Work was inadvertently not posted in error and has been uploaded to SAM.gov. In addition, the instructions regarding submission of capabilities and qualifications has been posted as Enclosure 1.

The due date of questions has been updated to May 11 2023. The RFI closing date has been updated to May 17 2023 4pm EST.

Q‐ Should potential bidders develop a capabilities response to the SOW and submit to you by May 8th?

If a response is expected, do you have a page limit?

Yes, potential bidders should develop a capabilities response. The instructions regarding submission of capabilities and qualifications has been posted as Enclosure 1.

In addition, the RFI has been extended to May 17 2023 4pm EST. All capability responses are due at that time.

To evaluate the competition pool against necessary proposal development resources, we wanted to understand if the small business standard size would be the stated $25.5 million or if it would increase and if so, to what level.

The Government is in the early stages of this procurement and have not yet finalized a strategy.
