About this file
This is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Transportation (FDOT) for District Seven. The document describes the procurement of an automated roadway debris removal and clearing front bumper system called the DebrisClear System, manufactured by IC Innovations LLC. The procurement seeks 15 units of the complete debris plow system for deployment within the FDOT District Seven Road Ranger program to enhance debris clearing services and improve safety for Road Rangers dispatched to clear debris from roadways. The document was posted with a minimum 15 business day public notice period, with a posting date of March 19 and a last day for receipt of information listed as May 15, 2026 at 5:00 PM.
The estimated total contract value is $358,500.00. FDOT justifies the single source procurement based on the DebrisClear System's unique technical features, specifically its behind-the-bumper mounting configuration and integrated speed-limiting governor, which no other known automated debris removal system on the market provides. The system preserves the vehicle's original equipment manufacturer (OEM) front bumper functionality for pushing and relocating disabled vehicles while protecting the debris removal equipment from damage. Research conducted by FDOT District Seven confirmed no comparable unit is currently available from any other source. IC Innovations LLC is identified as both the owner and manufacturer with no authorized resellers. The primary contact for this procurement is Enrique Garcia Granados at the FDOT Procurement Office in Tampa, with internal tracking number DOT-SSC-26-7015-EG.
