About this file
This is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Law Enforcement (FDLE) for relocation services of laboratory equipment. The procurement involves moving Qiagen instruments, including QIAcube Connect Devices and QIAgility Instruments, currently housed at the Fort Myers Regional Operations Center (FMROC) crime laboratory to a new facility. The relocation is a one-time purchase with no renewal options. The posting date was May 12, 2026, with a deadline of June 3, 2026, for prospective vendors to provide information regarding their ability to supply the requested services. The contact for this procurement is Greer Hannigan at the FDLE's Central Purchasing division, located at 2331 Phillips Road, Tallahassee, Florida 32308.
The estimated contract value is $45,000.00, with the sole source identified as Qiagen, LLC, located in Germantown, Maryland. FDLE justifies the single-source procurement on the grounds that Qiagen certification is required for proper de-installation and re-installation of the equipment, as the manufacturer will not certify third-party vendors for these procedures. The agency notes that any damage caused by unauthorized third-party vendors would void warranty coverage and make the instruments ineligible for future service under the existing service agreement. The procurement was approved by Julia Lycett, Chief of General Services, and Roshale Gaytmenn, Director of Forensic Services. This posting constitutes the statutorily mandated fifteen business day advertisement of the intended single-source procurement, and the agency will make a final determination regarding the single-source acquisition after reviewing any information submitted by prospective vendors.

FDLE/Investigations and Forensic Services/Fort Myers Regional Operations Center (FMROC) Laboratory
Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):
Pursuant to Section 943.325 F.S., the FDLE Regional Operations Centers throughout the state operate crime laboratories with the specific mission of investigating high profile criminal case work. To accomplish this, FDLE must utilize specific equipment and implements in the analysis of crime-related specimens.
FDLE currently owns and operates various Qiagen instruments in the FMROC crime laboratory to include QIAcube Connect Devices, QIAgility Instruments, and more which support the biology discipline of the FMROC crime laboratory.
PUR 7776 (Revised 07/2022) Page 2 of 2 Incorporated by Reference: Rule 60A-1.045, F.A.C.
The FMROC is in the process of relocating and must move Qiagen equipment to accomplish the move.
Intended Single Source:
Qiagen, LLC 19300 Germantown Road Germantown, MD 20874
Estimated Dollar Amount:
$45,000.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
FDLE must move the aforementioned instruments in a manner that protects the integrity of the equipment and ensures proper procedures are used during the de-installation and re-installation processes. Mishandling of the instruments during the moving process could result in less than optimal and inefficient development of procedures to analyze forensic evidence as well as a delay in routine casework. The relocation services must be completed by Qiagen to ensure Qiagen certified individuals de-install and re-install the FDLE owned equipment. Qiagen will not certify any FDLE-hired third party vendors to de-install or re-install the equipment.
Furthermore, FDLE's Qiagen equipment is currently under a service agreement with Qiagen and damages caused by a third party vendor would void any potential warranty on the equipment and would not be covered under FDLE's current service agreement. Damages incurred during de-installation, re-installation, and transport by a third party may make the instruments ineligible for future service through Qiagen.
Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):
Julia Lycett, Chief of General Services Roshale Gaytmenn, Director of Forensic Services
