About this file
This is a Description of Intended Single Source Purchase (Form PUR 7776) issued by the Florida Department of Law Enforcement (FDLE) for DNA testing services, evaluations, and research. The procurement is for DNA extract evaluations, DNA sequencing services, and genetic genealogy research support to identify missing and unidentified persons, as well as to support the FDLE Forensic Investigative Genetic Genealogy Program. The services fall under UNSPSC codes for DNA sequencing products, biological laboratory services, and genetics research services. The contract term is July 1, 2026, through June 30, 2029. The posting date was May 11, 2026, with a deadline for receipt of information on June 2, 2026. No specific item quantities are listed, as this is a service agreement. The requestor is the FDLE Investigations and Forensic Science Laboratories division.
The FDLE has identified Othram, Inc., located in The Woodlands, Texas, as the sole source vendor, citing that Othram's proprietary Forensic-Grade Genome Sequencing technology and shotgun sequencing capabilities targeting over 500,000 SNP markers are unique in the industry. The justification emphasizes that Othram possesses the specialized ability to routinely handle highly degraded, contaminated bone samples, which are expected to constitute the bulk of testing needs. The agency notes that competing vendors who offer wet lab testing and genetic genealogy research do not demonstrate comparable capability in processing degraded biological materials. No estimated dollar amount is specified in the documentation. The procurement is authorized under Florida Statutes Sections 120.57(3) and 287.057(3), and the posting must remain available for a minimum of 15 business days to allow prospective vendors to submit information regarding their ability to provide the requested services.
