About this file

This is a Description of Intended Single Source Purchase (Form PUR 7776) filed by the Florida Department of Law Enforcement (FDLE) for laboratory implements, software, and equipment maintenance services. The procurement involves the continued supply of chemical reagents, consumables, software upgrades, and maintenance services for FDLE's crime laboratories throughout the state. The contract term is July 1, 2026 through June 30, 2027. The posting was made on April 29, 2026, with the last day for receipt of information from prospective vendors set for May 20, 2026, representing the statutorily mandated fifteen business day advertisement period. No bidder's conferences, site visits, or award dates are specified in this notice, as this is an advertisement of intent rather than a formal request for proposals.

The estimated dollar amount for this single source contract is $8,000,000.00 with Life Technologies Corporation (now operating as ThermoFisher Scientific) located at 5791 Van Allen Way, Carlsbad, California 92008. FDLE justifies the single source designation based on the agency's extensive validation and standardization of Life Technologies equipment and reagents since 2006, when the company acquired Applied BioSystems. The FDLE laboratories require proprietary instruments, certified service engineers, access to authorized replacement parts, and software upgrades that are exclusively available through Life Technologies due to the agency's validated standard operating procedures and equipment certification requirements. The procurement is directed to the FDLE Investigations and Forensic Services division, specifically for polymerase chain reaction (PCR)-based DNA analysis capabilities in support of criminal investigations. Contact for this procurement is Greer Hannigan at CentralPurchasing@fdle.state.fl.us or 850-410-7300.

Intended Single Source:

Life Technologies Corporation 5791 Van Allen Way Carlsbad, CA 92008

Estimated Dollar Amount:

$8,000,000.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

The FDLE crime laboratories have purchased equipment from Applied BioSystems® since 2006.

In 2008, Life Technologies (now ThermoFisher Scientific) acquired Applied BioSystems®, along with all reagents, consumables, instruments and software previously owned by Applied BioSystems®. The equipment, software and reagents utilized by FDLE were subjected to a rigorous validation and selection process. The validation process at FDLE began with the evaluation of instrumentation, equipment, software and chemistries provided by multiple vendors. The selection was based upon the needs of the customers and the quality of the work product provided by this equipment, software and reagents. Once the standard was selected, a stringent validation process was performed to determine the limitations of the product in order to define the Standard Operating Procedures. These instruments that have been tested and validated require a service contract for periodic maintenance and technical support. All proprietary instruments must be serviced by Life Technologies due to the certification and training of their service engineers, access to instruments, software upgrades and authorized replacement parts.

Due to the standardized validation process and proprietary equipment, the chemical reagents, supplies, software upgrades and equipment maintenance is only available through Life Technologies Corporation.

Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):

Julia Lycett, Chief of General Services Roshale Gaytmenn, Director of Forensic Services
