About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Law Enforcement (FDLE) for maintenance, support, and warranty services related to 5G enabler solutions. The procurement covers a three-year term for telecom equipment maintenance and support services under UNSPSC code 72103302. The advertisement was posted on April 21, 2026, with a deadline for receipt of information on May 12, 2026, representing a statutorily mandated 15 business day advertisement period. The requestor is FDLE's Investigations and Forensic Services division, specifically the Cyber unit. The 5G enabler equipment supports FDLE's investigative operations and must maintain proper maintenance, support, and warranty agreements to ensure operational continuity. Contact for inquiries is Greer Hannigan at the FDLE Central Purchasing office in Tallahassee.
The estimated dollar amount for this single source procurement is $850,000.00. Tactical Support Equipment of Fayetteville, North Carolina, is the identified sole source vendor. The justification for single source acquisition is based on the proprietary nature of the hardware, which is manufactured solely by Octasic and supports multiple frequency bands including GSM, CDMA 2000, UMTS, and LTE variants. Tactical Support Equipment is the only vendor authorized to distribute this hardware, software, associated training services, and maintenance agreements in the United States. The procurement was approved by Julia Lycett, Chief of General Services, and Mike Duffey, Special Agent in Charge. Per Florida Statutes and Administrative Code, prospective vendors may submit information regarding their ability to supply the described commodities or services; the agency will make a final determination on the single source designation after reviewing any submissions received.
