About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Law Enforcement (FDLE) for relocation services related to Agilent equipment. The FDLE Fort Myers Regional Operations Center (FMROC) Laboratory requires one-time relocation services for Agilent gas chromatographs, mass spectrometers, and related forensic analysis equipment as part of a facility relocation. The document was posted on April 30, 2026, with a deadline for receipt of vendor information on May 21, 2026, representing a 15 business day advertisement period as required by Florida Statutes. No bidder's meetings, site visits, or formal award dates are specified in this single source notice.

The estimated contract value is $56,000.00, with Agilent Technologies, Inc. identified as the sole intended source. FDLE justifies the single source acquisition based on the requirement that only Agilent-certified individuals can properly de-install and re-install the specialized forensic equipment without voiding the existing service agreement and equipment warranty. FDLE notes that Agilent does not certify third-party vendors for this work, and improper handling by unauthorized parties could compromise equipment integrity, forensic analysis procedures, and casework timelines. The contact for this procurement is Carrie LaJeunesse at FDLE's Central Purchasing office in Tallahassee.

This description of commodities or contractual services intended for purchase from a single source is posted in accordance with Sections 120.57(3) and 287.057(3), Florida Statutes (F.S.), and will remain posted for a period of at least 15 business days.

Commodity or Contractual Service Required (commodity or United National Standard Products and Services Code (UNSPSC), manufacturer, model, and description, as appropriate):

78101804: Relocation services

Quantity or Term (as appropriate):

One time purchase

Requestor (division, bureau, office, individual, as appropriate):

FDLE/Investigations and Forensic Services/Fort Myers Regional Operations Center (FMROC) Laboratory

Performance and/or Design Requirements (e.g. intended use, function or application, compatibility, requirements; reference to policy, rule, statute or other act of the Legislature, etc., as appropriate):

Pursuant to s. 943.325 Florida Statutes, the FDLE Regional Operations Centers throughout the state operate crime laboratories with the specific mission of investigating high profile criminal case work. To accomplish this, FDLE must utilize specific equipment and implements in the analysis of crime-related specimens.

FDLE currently owns Agilent gas chromatographs, mass spectrometers, and related equipment used for the analysis of forensic evidence.

The FDLE FMROC crime laboratory is in the process or relocating and must move Agilent equipment to accomplish the relocation.

PUR 7776 (Revised 07/2022) Page 2 of 2 Incorporated by Reference: Rule 60A-1.045, F.A.C.

Intended Single Source:

Agilent Technologies, Inc.

2850 Centerville Road Wilmington, Delaware 19808-1610

Estimated Dollar Amount:

$56,000.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

FDLE must move the aforementioned instruments in a manner that protects the integrity of the equipment and ensures proper procedures are used during the de-installation and re-installation processes. Mishandling of the instruments during the moving process could result in less than optimal and inefficient development of procedures to analyze forensic evidence as well as a delay in routine casework.

The relocation services must be completed by Agilent to ensure Agilent certified individuals de-install and re-install the FDLE owned equipment. Agilent does not currently certify any third party vendors to de-install or re-install the equipment. Furthermore, FDLE's Agilent equipment is currently under a service agreement with Agilent and damages caused by a third party vendor would void FDLE's warranty and would not be covered under FDLE's current service agreement.

Damages incurred during de-installation, re-installation, and transport by a third party may make the instruments ineligible for future service through Agilent.

Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):

Julia Lycett, Chief of General Services Roshale Gaytmenn, Director of Forensic Services
