About this file

This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Law Enforcement (FDLE) for the renewal of electronic mass spectral libraries. The FDLE seeks to procure the Wiley Registry Mass Spectral Data and the NIST/EPA/NIH Mass Spectral Library as a one-time purchase to support forensic drug analysis operations across five regional forensic laboratories located in Fort Myers, Jacksonville, Orlando, Pensacola, and Tampa. The procurement is classified under UNSPSC code 43232304 (Database Management System Software). The notice was posted on April 23, 2026, with a deadline for receipt of information by May 14, 2026, allowing the statutorily required 15 business days for prospective vendors to provide information regarding their ability to supply the requested commodities or services.

The estimated dollar amount for this single-source procurement is $55,000.00, with the intended sole source identified as John Wiley & Sons Inc. of Hoboken, New Jersey. The FDLE justifies the single-source acquisition based on the exclusive nature of the product and provider, citing that John Wiley and Sons is the only known provider of these specialized mass spectral libraries. The libraries are essential for the Seized Drug discipline to identify controlled substances, novel psychoactive substances, and emerging synthetic drugs, with updates required to maintain current drug databases across the state's forensic laboratories. The procurement is authorized under Florida Statute section 943.325 and administered through FDLE's Central Purchasing office, with approval from Julia Lycett, Chief of General Services, and Roshale Gaytmenn, Forensic Services Director.

Pursuant to s. 943.325 Florida Statute, the FDLE Regional Operations Centers throughout the state operate crime laboratories with the specific mission of investigating high profile criminal case work. To accomplish this, FDLE must utilize specific implements and software in the PCR-based DNA analysis of crime-related specimens.

FDLE Seized Drugs Disciplines utilize Gas Chromatograph/Mass Spectrometers (GC/MS) as the core instrumentation in the analysis of suspected controlled substances. Identification of controlled substances is accomplished on these instruments with the aid of electronic massspectral libraries. These libraries are compatible with software currently utilized on FDLE criminal analysis laboratory system instruments.
