About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Law Enforcement (FDLE) for the procurement of 3D firearm scanning systems. The FDLE seeks to acquire two portable scanners with TopMatch-3D High-Capacity GelSight-based imaging and analysis systems for use in the firearms sections of the Tallahassee and Orlando crime laboratories. The systems will be used to enhance the speed and technical capabilities of firearms forensics investigations conducted by the agency's Regional Operations Centers. The notice was posted on April 13, 2026, with a deadline for receipt of information from prospective vendors on May 4, 2026, representing a 15 business day advertisement period as mandated by Florida Statutes.

The estimated dollar amount for this single source procurement is $165,000.00, with the sole source vendor identified as Cadre Research / Cadre Forensics, located in Evanston, Illinois. The FDLE justifies the single source acquisition based on the Cadre TopMatch-3D system's unique proprietary features, including its patented GelSight electromagnetic gel-pad technology, capacity to scan up to 15 cartridge cases in a single batch, and validated virtual comparison microscopy software that has been admitted in U.S. courts following successful Daubert hearings. The FDLE notes that Cadre has no resellers and is the only company capable of providing these specific items. The procurement falls under UNSPSC code 46151700 for forensic equipment and supplies, and contact information for inquiries is provided through Greer Hannigan at the FDLE Central Purchasing office.

case work. This purchase will be for portable 3D scanning systems for firearms forensics for use within the accredited Firearms Sections in the Tallahassee and Orlando crime laboratories. The systems will enhance the speed and technical capabilities of the firearms discipline and equip FDLE with emerging yet proven forensic ballistics technology.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

The Cadre TopMatch-3D system is capable of scanning up to 15 cartridge cases in one batch and uses a proprietary electromagnetic gel-pad to address issues associated with scanning reflective metal surfaces. The gel-pad itself is patented technology (GelSight®) and offers resolution needed to differentiate fine striations. The tray can accommodate cartridge cases of different calibers simultaneously, further improving the speed of data capture versus manual methods. The system itself includes validated tools and software for virtual comparison microscopy (VCM), which have been validated for use in other accredited forensic laboratories. The use of the Cadre VCM has been admitted in US courts upon completion of successful Daubert hearing, and peer reviewed publications are available to support the underlying technology, validation, and use of the system. Cadre does not have any resellers and is the only company that can provide these items.
