About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Law Enforcement (FDLE) for STRmix Software Upgrades and Maintenance. The FDLE seeks annual upgrades and maintenance services for the STRmix probabilistic genotyping software platform currently deployed across the FDLE Regional Crime Labs. The contract term runs from July 1, 2026, through June 30, 2027, with a posting date of April 14, 2026, and a final receipt date of May 5, 2026. No bidder conferences or site visits are mentioned in the documentation. The software is classified under UNSPSC code 43232605 (Analytical or Scientific Software) and supports the agency's forensic DNA analysis operations in compliance with FBI Combined DNA Index System (CODIS) national standards and Florida Statute sections 943.325 and Chapter 11, FAC.
The estimated contract value is $96,000.00 annually. NicheVision Forensics, LLC of Akron, Ohio, is identified as the sole intended source, as it is the only authorized vendor in the United States for the STRmix software platform. The justification for single source procurement rests on the proprietary nature of the software and NicheVision's exclusive licensing rights; the software was originally procured through FDLE RFP 1606 in December 2015. NicheVision will provide software upgrades, STRmix parameter settings preparation, validation data analysis and interpretation, validation and implementation documentation, standard operating procedure development, and training support. The procurement is approved by Julia Lycett, Chief of General Services, and Jason Bundy, Assistant Commissioner, and is statutorily mandated to remain posted for at least 15 business days to allow prospective vendors to submit information regarding their ability to supply the commodities or services.

PUR 7776 (Revised 07/2022) Page 2 of 3 Incorporated by Reference: Rule 60A-1.045, F.A.C.
To accomplish this, FDLE’s forensic DNA program requires many processes and instruments to be able to complete the DNA testing, as support to law enforcement agencies as well as by Federal Bureau of Investigation (FBI) national standards to be able to participate in Combined DNA Index System (CODIS) (DNA database searching). To ensure the best possible interpretation of the results are performed, software capable of modeling the data produced to then aid in the interpretation of said data is required to improve the reportable results that help solve cases.
The STRmix™ is a software package deployed by the FDLE crime labs that utilizes probabilistic genotyping, which is a DNA interpretation solution that heavily utilizes math to create a model of how DNA results could look, specifically, in a laboratory based on their instrumentation.
FDLE technicians then use that model to look critically at DNA results from evidence samples.
DNA mixture interpretation has been a highly contested subject in courts of law and probabilistic genotyping is the forensic application answer to the problem.
