About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Law Enforcement (FDLE) for continued access to the National Law Enforcement Telecommunications System (Nlets). The document announces FDLE's intention to procure online database information retrieval services providing access to the International Justice & Safety Network for a five-year term from July 1, 2026, through June 30, 2031. The notice was posted on March 31, 2026, with a deadline for receipt of information by April 21, 2026, in compliance with the statutorily mandated fifteen business day advertisement period. Nlets provides real-time consolidated access to governmental security databases including criminal histories, driver licenses, and driver histories, supporting FDLE's law enforcement requirements and international justice telecommunications capabilities.
The estimated contract value is $906,134.00. FDLE justifies the single source acquisition by identifying Nlets as the only interstate justice and public safety network in the nation capable of providing the required exchange of law enforcement, criminal justice, and public safety information. The agency notes that no commercial providers offer equivalent data due to the inherently governmental nature of the security information possessed and required by FDLE. The procurement has been approved by Julia Lycett (Chief of General Services), Joey Hornsby (Director of Information Technology Services), and Lucy Saunders (Director of Criminal Justice Information Services). The document invites prospective vendors to submit information regarding their ability to supply comparable services, with the agency reserving the right to determine in writing whether the commodities and services are available only from a single source before proceeding with the contract award.
