About this file

This document is a Description of Intended Single Source Purchase (Form PUR 7776) filed by the Florida Department of Law Enforcement (FDLE) for a software license renewal. The procurement concerns an annual license renewal for Micro Systemation (MSAB) XRY digital forensic software, required to support FDLE's investigative operations under Chapter 943, Florida Statutes, and Chapter 11, Florida Administrative Code. The XRY software enables examiners to extract and analyze evidence from digital devices through both logical and physical extraction methods, including access to live data, file systems, protected files, and deleted data on mobile devices. The contract term is July 1, 2026, through June 30, 2027. The posting date was April 2, 2026, with a deadline for receipt of information by April 23, 2026, representing a mandatory fifteen business day advertisement period required by Florida law before the agency may proceed with the single source purchase.

The estimated dollar amount for this license renewal is $46,000.00. FDLE justifies the single source procurement on the grounds that MSAB is the sole developer and provider of the XRY digital forensic software, making licenses, annual upgrades, and training available exclusively from this vendor. No competing products offer equivalent functionality for FDLE's investigative mission requirements. The procurement was approved by Julia Lycett, Chief of General Services, and Jason Bundy, Assistant Commissioner. The intended single source vendor is MSAB Incorporated, located at 241 18th Street South, Suite 202, Arlington, Virginia 22202. The contract contact is Carrie LaJeunesse at the FDLE Central Purchasing office (850-410-7300).

MSAB XYR Logical/Physical is the quickest extraction method that enables examiners to access and recover live and file system data from the device right on the crime scene. It extracts data from digital devices by communicating with the operating system of the device. XRY Physical includes a full XRY Logical license and is the next level license for the physical recovery of data from mobile devices. It lets examiners bypass the operating system to dump all the raw data from the device. This memory dump gives users access to system, protected and deleted data, and allows the examiner to overcome security and encryption challenges on locked devices.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

The software is proprietary and as such, licenses, annual upgrades and training are not available from any other source or vendor. It is essential to FDLE's investigative mission that this software license be renewed to ensure smooth and uninterrupted operation.
