About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Law Enforcement (FDLE) for confidential software licenses. The procurement is for information retrieval or search software to support FDLE's Missing Persons and Offender Enforcement division in advancing the agency's mission to promote public safety and strengthen domestic security through investigative services in partnership with local, state, and federal criminal justice agencies. The contract term is May 1, 2026, through April 30, 2027. The posting date is March 17, 2026, with a deadline for receipt of information from prospective vendors on April 7, 2026, representing the statutorily mandated fifteen business day advertisement period for single source procurements.
The estimated dollar amount for this software license renewal is $75,000.00. The intended single source vendor is Marinus Analytics, LLC, located in Pittsburgh, Pennsylvania. FDLE has justified the single source acquisition by asserting that Marinus Analytics is the sole provider of the technology, processes, and specifications essential to FDLE's investigative mission. The procurement has been approved by Julia Lycett, Chief of General Services, and Melissa Bujeda, Director of Missing Persons and Offender Enforcement. This posting serves as notice of FDLE's intended decision to enter into a single source purchase contract and invites prospective vendors to provide information regarding their ability to supply the described commodities or services, with the agency retaining the right to determine in writing whether the products are available from alternative sources.
