About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Law Enforcement (FDLE) for relocation services of specialized laboratory equipment. The FDLE Orlando Regional Operations Center (OROC) Crime Laboratory requires one-time moving services for AB Sciex Liquid Chromatography-Mass Spectrometry (LC-MS/MS) instrumentation as the facility relocates. The de-installation and re-installation of this forensic equipment must be completed in accordance with manufacturer specifications to preserve equipment integrity and ensure continued analytical capability for toxicological detection and drug identification in criminal casework. The posting was made on January 22, 2026, with a deadline for receipt of information by February 12, 2026, establishing a mandatory 15 business day advertisement period as required by Florida Statutes sections 120.57(3) and 287.057(3).
The estimated contract value is $80,000.00 for AB Sciex LLC, located in Redwood City, California. FDLE is pursuing single-source procurement justification because AB Sciex does not authorize, train, or certify third-party service providers to perform relocation, maintenance, or preventative services on its instruments. The agency determined that improper handling during relocation could compromise equipment functionality and delay critical forensic casework. Only Sciex-certified technicians using proprietary tools and original equipment manufacturer spare parts can safely perform the required services. The procurement was approved by Julia Lycett, Chief of General Services, and Jason Bundy, Director of Forensic Services. Prospective vendors may submit information regarding their capability to provide the commodities or services described, though the agency has preliminarily determined availability only through the single identified source.

To accomplish this, FDLE must utilize specific equipment and implements in the analysis of crime-related specimens.

The OROC Crime Laboratory uses this equipment to process and analyze forensic evidence in order to provide toxicological detection and identification of drugs.

The FDLE OROC crime laboratory is in the process of relocating and must move AB Sciex equipment to accomplish the move.
Intended Single Source:
AB Sciex LLC 1201 Radio Rd Redwood City, CA 94065

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
FDLE must move the aforementioned instruments in a manner that protects the integrity of the equipment and ensures proper procedures are used during the de-installation and re-installation processes. mishandling of the instruments during the moving process could result in less than optimal and inefficient development of procedures to look for multiple drugs at one time as well as a delay in routine casework.
The relocation services must be provided by AB Sciex to ensure Sciex certified individuals de-install and re-install the FDLE owned equipment using Sciex confidential and proprietary tools and original equipment manufacturer spare parts. AB Sciex does not train, authorize, or certify third party service providers to perform relocation, maintenance, or preventative services on AB Sciex instruments. Therefore, the necessary relocation services are not available from any other source or vendor.
