About this file
The document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Law Enforcement (FDLE) for the procurement of four AB SCIEX Tripple Quad 5500+ QTRAP Ready Systems, which are enhanced high-performance triple quadruple LC-MS/MS mass spectrometers. The solicitation was posted on 4/1/25 with a last day for receipt of information of 4/22/25, and is intended to replace existing SCIEX 3200QTRAP instrumentation at the Orlando and Tallahassee Regional Operations Centers for processing and analyzing forensic evidence in drug detection and identification.
The estimated dollar amount for this single-source acquisition is $2,000,000.00, with AB SCIEX LLC of Redwood City, CA identified as the sole vendor. The justification for single-source procurement centers on the unique capabilities of the SCIEX instrument, which contains both a linear ion trap and triple quadrupole in the same device, and the fact that FDLE's forensic technologists are already proficient with SCIEX instruments and software. The procurement is driven by the need for equipment that interfaces with FDLE's Laboratory Information Management System (LIMS) and maintains consistency with existing forensic laboratory equipment and processes.

To accomplish this, FDLE must utilize specific equipment and implements in the analysis of crime-related specimens.

Laboratories. FDLE Crime Laboratories utilize this SCIEX equipment to process and analyze forensic evidence in order to provide toxological detection and identification of drugs.
In replacing the SCIEX 3200QTRAP models, a few requirements are necessitated. The new instruments need to interface and be compatible with the FDLE's Laboratory Information Management System (LIMS) system. This computer system is utilized throughout all FDLE forensic disciplines. It allows casework to be prioritized, assigned, sequences arranged, and data to be imported back into the system for reporting purposes. The LC/MS/MS specifications, computer software, and data file format for the new instrument must be compatible with FDLE's existing equipment in order to maintain consistency, exchangeability, and integration.
Intended Single Source:
AB SCIEX LLC
1201 Radio Rd Redwood City, CA 94065
Estimated Dollar Amount:
$2,000,000.00
Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
All forensic technologists and crime laboratory analysts assigned to the FDLE Toxicology Section are currently proficient on SCIEX instruments and both SCIEX OS and MultiQuant instrument software systems. Lengthy training on new instrumentation will not be necessary as the new SCIEX 5500+ instruments have a similar design and software as the previous models owned by FDLE.
SCIEX is the only vendor who manufactures and sells an LC/MS/MS that contains both a linear ion trap and triple quadrupole housed within the same instrument while maintaining a high level of sensitivity. The FDLE Toxicology section is tasked with analyzing for as many drugs as possible in a single injection while providing sensitivity consistent with national guidelines.
SCIEX is the sole vendor for this instrument.
