About this file
This is a Description of Intended Single Source Purchase (Form PUR 7776) from the Florida Department of Law Enforcement (FDLE) for confidential software licenses. The purchase is for information retrieval/search software (UNSPSC 43232309) requested by FDLE's Investigations and Forensic Science (IFS)/Human Trafficking Strike Team (HTST) for a one-year term. The posting date is January 21, 2025, with a last day for receipt of information of February 11, 2025. The software license is related to confidential FDLE investigative tactics to support their mission of promoting public safety and strengthening domestic security.
The intended single source vendor is Massive Blue Inc. of Las Vegas, NV, with an estimated contract value of $850,000.00. The justification for the single-source acquisition states that Massive Blue Inc. is the sole provider of the technology, processes and specifications essential to FDLE's investigative mission. The purchase has been approved by Julia Lycett, Chief of General Services, and Mike Duffey, Special Agent in Charge. The agency will make its final determination on single-source procurement after reviewing any information received from prospective vendors during the posting period.
