About this file

This is a Description of Intended Single Source Purchase (Form PUR 7776) from the Florida Department of Law Enforcement (FDLE) for a CyberNational portable shooting trailer. The FDLE seeks to acquire a mobile shooting range system to collect firearms data outside of laboratory settings, with a one-year contract term. The solicitation was posted on December 5, 2024, with responses due by December 27, 2024. The system will be used to examine bullets, cartridge cases, and ammunition components using comparison microscopy and interface with the National Integrated Ballistic Information Network (NIBIN) database.

The estimated contract value is $300,000. CyberNational, Inc. of Murfreesboro, Tennessee is identified as the intended single source vendor, as they are the sole manufacturer/distributor of the Retriev-All system. The justification for single-source acquisition centers on CyberNational's unique custom-built mobile shooting system that includes a self-enclosed HEPA-filtered Retriev-All cartridge case retrieval system rated for up to 50 BMG caliber, filter obstruction gauges, aluminum clad walls, industrial rubber floor, and ballistic blanket. The purchase supports FDLE's forensic services mission and will allow agencies to test recovered weapons at crime scenes with reduced evidence processing turnaround time.

Our mission is to primarily examine bullets, cartridge cases and other ammunition components using comparison microscopy to determine whether or not they were fired in a submitted firearm or from the same unknown firearm. Fired cartridge cases from semi-automatic or fully automatic firearms can be imaged and compared for potential associations to other offenses utilizing the NIBIN (National Integrated Ballistic Information Network) database, which is owned and operated by the Bureau of Alcohol, Tobacco and Firearms (ATF) and which FDLE is granted access for analysis purposes.

In order to collect firearm information remotely, CyberNational provides a mobile shooting range capable of collecting the shell casings. This allows the agencies to test recovered weapons at the scene of a crime. The mobility of this trailer greatly reduces turnaround time for processing evidence.

Intended Single Source:

CyberNational, Inc.
