About this file

This document is a notice of an intended single source procurement by the Florida Department of Law Enforcement (FDLE) for laboratory implements, software, and maintenance. The required commodities and services include laboratory implements, analytical or scientific software, and equipment maintenance for the FDLE's crime laboratories across the state. The total estimated dollar amount for the one-year contract term from July 1, 2024 to June 30, 2025 is $7,000,000.

The single source vendor identified is Life Technologies Corporation, as the FDLE has utilized Applied BioSystems equipment, software, and reagents since 2006, which were acquired by Life Technologies in 2008. Due to the rigorous validation process and standardization on Life Technologies' proprietary instruments and software, the chemical reagents, supplies, software upgrades, and equipment maintenance can only be obtained through Life Technologies Corporation.

FDLE crime laboratories will place multiple orders throughout the term of the agreement.

Estimated Dollar Amount:

$7,000,000.00

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):

The FDLE crime laboratories have purchased equipment from Applied BioSystems® since 2006.

In 2008, Life Technologies (now ThermoFisher Scientific) acquired Applied BioSystems®, along with all reagents, consumables, instruments and software previously owned by Applied BioSystems®. The equipment, software and reagents utilized by FDLE were subjected to a rigorous validation and selection process. The validation process at FDLE began with the evaluation of instrumentation, equipment, software and chemistries provided by multiple vendors. The selection was based upon the needs of the customers and the quality of the work product provided by this equipment, software and reagents. Once the standard was selected, a stringent validation process was performed to determine the limitations of the product in order to define the Standard Operating Procedures. These instruments that have been tested and validated require a service contract for periodic maintenance and technical support. All proprietary instruments must be serviced by Life Technologies due to the certification and training of their service engineers, access to instruments, software upgrades and authorized replacement parts.

Due to the standardized validation process and proprietary equipment, the chemical reagents, supplies, software upgrades and equipment maintenance is only available through Life Technologies Corporation.

Approved By (names & titles, as appropriate, e.g., requestor, requestor management, information systems, budget, purchasing):

Alan Herring, Chief of General Services Jason Bundy, Forensic Services Director
