About this file
This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Law Enforcement (FDLE) for the procurement of a Liquid handling robotic instrument, specifically the Hamilton Microlab STAR, to extract DNA samples. The instrument is required to establish DNA profiles for individuals in the Combined DNA Index System (CODIS), which is the national DNA database administered by the Federal Bureau of Investigation (FBI). FDLE currently owns an antiquated Hamilton Microlab STAR instrument that is over 17 years old and in need of replacement. FDLE wishes to trade in the existing machine to generate cost savings on the purchase of a new instrument. The estimated dollar amount for the new Hamilton Microlab STAR instrument is $175,000. FDLE has determined that Hamilton Company is the sole source for this equipment, as it is the only known vendor that can provide the device and process the trade-in of FDLE's existing instrument.
The justification for the single-source acquisition is that the Hamilton Microlab STAR has been validated to meet FDLE, CODIS, and FBI standards for DNA extraction, and FDLE requires compatibility with its existing systems and procedures. The procurement will be limited to the jurisdictions of Leon County and Tampa City in the state of Florida.

samples from law enforcement agencies throughout the state fo Florida. The indicator cards are then punched by a Wallic Punch and entered into a Microlab STAR liquid handling robot to have the DNA extracted. The DNA that is extracted is then amplified and analyzed before being used to create a profile for the individual in CODIS. The equipment that is used in the FDLE DNA Database must be validated and compatable with FDLE policies and meet FDLE standard operating procedures.
