About this file

This is a single source justification document from the Florida Department of Law Enforcement (FDLE) for the procurement of a replacement INVENIO-S Fourier Transform Infrared Spectrometer bench to integrate with FDLE's current system. The FDLE Regional Operations Center in Orlando requires this spectrometer for infrared analysis of thin layers in cross-section paint samples and small areas of interest in routine casework. FDLE is seeking to procure one unit from the sole manufacturer and retailer, Bruker Scientific, LLC, at an estimated cost of $55,000 for a one-year term. FDLE must allow 15 business days for any prospective vendors to provide information regarding their ability to supply the requested product before proceeding with the single source procurement.

The justification for the single source procurement is that FDLE's current system utilizes Bruker Attenuated Total Reflectance spectral libraries, which can only be operated with a Bruker-manufactured bench. This will allow FDLE to continue using their existing spectral libraries to identify unknown samples. The procurement will take place in the jurisdictions of Leon County and the City of Tallahassee.
