About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) issued by the Florida Department of Law Enforcement (FDLE). FDLE intends to procure four desktop and two portable 3D firearm scanners with TopMatch-3D High-Capacity GelSight-based imaging and analysis systems for forensic use in its crime laboratories located in Tampa Bay, Jacksonville, Tallahassee, Orlando, Pensacola, and Fort Myers. The total estimated value of the procurement is $750,000. FDLE has identified Cadre Research / Cadre Forensics as the sole source for the required scanners and software, citing the patented GelSight technology and validated virtual comparison microscopy tools as unique capabilities that meet the agency's forensic needs.

The single-source justification indicates that the Cadre systems can scan up to 15 cartridge cases simultaneously and address challenges associated with scanning reflective metal surfaces. FDLE has provided the statutorily required 15-business day public notice of the intended single-source procurement, inviting prospective vendors to submit information regarding their ability to supply the required commodities or services. The notice was published on February 15, 2024, with a deadline for receipt of information on March 7, 2024.
