About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Law Enforcement (FDLE). FDLE is seeking to procure a single BatchScan Workstation scanner to convert physical fingerprint cards into an electronic format. This scanner is required to integrate with FDLE's Biometric Identification Solution (BIS), which serves as the central repository and matching mechanism for the state's biometric data. The BatchScan Workstations are used to scan batches of tenprint and palm print cards, converting the data from physical to electronic format for upload to BIS. FDLE has identified IDEMIA Identity & Security USA LLC as the sole source provider of this specialized scanner and software, with an estimated cost of $65,000.

The justification for this single-source procurement is that the scanner and BIS utilize proprietary software to encode the scanned fingerprint images and convert them for use in BIS. IDEMIA is the sole provider of this scanner, and no other vendor can supply the required commodity. FDLE is advertising this intended single-source procurement for a minimum of 15 business days, as required by Florida Statutes, to allow for any potential vendors to provide information regarding their ability to supply the required commodities or services.
