About this file

This document is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Law Enforcement (FDLE). It outlines the requirement for statutorily required enhancements to the Florida Incident-Based Reporting System (FIBRS), which FDLE uses as the state's central criminal justice information repository. The enhancements are necessary to comply with recent amendments to Florida Statutes and are to be provided by the sole source vendor, GCOM Software LLC, over a 10-month period. The estimated dollar amount for this procurement is $150,000.

The justification for the single-source acquisition is that GCOM is the sole supplier and owner of the FIBRS system source code currently used by FDLE. GCOM is the only entity that can provide end-to-end support for FIBRS, including maintenance, administration, and programming. This contract opportunity is limited to the jurisdictions of Leon County and the City of Tallahassee.

central criminal justice information repository. The purpose of the repository is to collect, process, store, maintain, and disseminate criminal justice information and records necessary to the operation of the criminal justice information system of the department and to develop systems that inform one criminal justice agency of the criminal justice information held or maintained by other criminal justice agencies.

Florida Incident-Based Reporting System (FIBRS) is also critical to FDLE’s statutory mission by providing Florida law enforcement and criminal justice agencies with a mechanism that consolidates and simplifies data submissions, providing a higher quality standard for data submissions, and supporting the National Crime Statistics Exchange (NCS-X) Program goals.

Therefore, it is pertinent to keep this system updated to meet all state rules and laws. The enhancements are required to comply with Florida Statute and Florida Law amendments which took effect on July 1, 2023.
