About this file
This is a Request for Information (RFI) issued by the Federal Deposit Insurance Corporation (FDIC) Division of Information Technology regarding the procurement of the Appian Government Acquisition Management Solution (GAMS) for contract writing, contract filing, and early acquisition planning. The FDIC is specifically seeking information from firms capable of providing the Appian GAMS contract writing solution and explicitly states it is not accepting alternatives to a FedRAMP-authorized, low-code Platform-as-a-Service (PaaS) cloud solution currently operational with one or more government agencies. This RFI does not constitute a commitment to issue a Request for Proposal (RFP), though the FDIC may invite qualified firms to propose based on information gathered.
Respondents must submit requested information by 3:00 PM EST on March 26, 2026, to contracting officer mikwood@fdic.gov, with questions due by 3:00 PM EST on March 17, 2026. Required information includes business details (provided via Attachment A template), marketing literature describing the contract writing system features and FedRAMP authorization status, identification of government agencies currently using the solution with points of contact and operational duration, approximate user counts and annual contract/modification processing volumes, and responses to five specific questions addressing ambiguities, timeline realism, restrictive specifications, change management capabilities, and other refinement considerations. The FDIC explicitly prohibits submission of pricing information other than publicly available data and reminds respondents that the RFI does not obligate any future solicitation or guarantee inclusion on a solicitation list. The FDIC does not use appropriated funds and is not subject to the Federal Acquisition Regulation.
