About this file
This is a Description of Intended Single Source Purchase (PUR 7776) filed by the Florida Department of Corrections (FDC) seeking to procure Enhanced End-to-End Victim Notification services with Victim Information and Notification Everyday (VINE) and Versaterm CommunityConnect through Appriss Insights, LLC, a division of Equifax. The FDC is requesting these proprietary data services and online database information retrieval services to notify victims in real time of changes in offender status, including releases, facility transfers, and escapes. The procurement covers a five-year term with performance requirements mandated under Chapter 2025-198, Laws of Florida, and includes 24/7 trained victim service representatives. The notice was posted on February 11, 2026, with a deadline for receipt of information on March 5, 2026, allowing the required 15 business day posting period. The requestor is Lisa Kinard, Victim Services Administrator, Office of Legislative Affairs.
The estimated annual cost for this contract is $3,600,000, totaling $18,000,000 over the five-year term. Appriss is identified as the sole provider because it exclusively operates the proprietary VINE system utilizing its proprietary arrest data network and has been the established partner with law enforcement agencies nationwide since 1994. The justification for single-source procurement emphasizes that no other vendor can provide the Enhanced End-to-End Victim Notification solution that integrates both VINE and Versaterm CommunityConnect applications on a statewide basis while meeting Bureau of Justice Assistance (BJA) Statewide Automated Victim Information and Notification (SAVIN) guidelines and standards. The FDC conducted online research, vendor searches through the Department of Management Services, and reviewed available contract vehicles before concluding that no alternative vendors could meet the Department's critical specialized service requirements. The procurement has been approved by multiple FDC officials including the Procurement Director and Deputy Director.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
Appriss is the sole provider of the proprietary VINE® system which uses Appriss’s proprietary arrest data network and is designed to notify victims of changes in an offender’s status (e.g., custody status, releases, facility transfers, escapes, etc.). Since 1994, Appriss has successfully partnered with hundreds of law enforcement agencies in nearly every state to provide their citizens VINE® service. Appriss has recently developed an Enhanced End-to-End Victim Notification with VINE® and Versaterm CommunityConnect, where notifications begin at the time of the initial 911 call and continue through post-conviction. This service is now expanding throughout the State of Florida.
Appriss has developed, provided, and installed all resources required for the service delivery of the VINE® system for the entire State of Florida. The system is also a part of a nation-wide victim services network used by 47 other states. The overall development has involved implementing specific software applications required for the data interface from participating entities (e.g., sheriff's/county jails/detention centers, and the Department’s Community Corrections and Institutional offices), all required hardware and software required for use by the participating entities, all data transmission lines, and additional telephone services deemed necessary to transmit information. The service integrates offender data and victim information maintained by all participating entities. Appriss also provides a 24-hour call center to respond to victims’ immediate needs.
PUR 7776 (Revised 07/2022) Page 3 of 3 Incorporated by Reference: Rule 60A-1.045, F.A.C.
Importantly, VINE® and the Enhanced End-to-End Victim Notification solution meet all the Bureau of Justice Assistance (BJA) Statewide Automated Victim Information and Notification (SAVIN) guidelines and standards.
No other entities are making notifications inclusive of both applications on a statewide basis.
Enhanced End-to-End Victim Notification powered by VINE® and Versaterm CommunityConnect is the only known solution that can provide the benefits listed above, as well as guarantee compliance with the BJA's SAVIN guidelines and standards.
It has been determined that Appriss, is the only vendor that provides the products/services that meet the Department's needs. Procurement conducted on-line research, vendor searches via the Department of Management Services, and available contract vehicles. It was concluded that no other vendor can provide this critical, specialized service.
