About this file
This is a Description of Intended Single Source Purchase (PUR 7776) from the Florida Department of Corrections (FDC) for Vant4gePoint, a correctional rehabilitation management (CRM) system. The FDC seeks to purchase a configurable, off-the-shelf collaborative rehabilitation programming platform with customized assessment capabilities from Allvest Information Services, Inc. The system will replace and improve the current Corrections Integrated Needs Assessment System (CINAS) and Automated Inmate Ranking System (AIRS). The notice was posted on February 12, 2025, with responses due by March 5, 2025. The contract term is for five years.
The estimated cost is $2,457,000 annually for five years. The justification for single source acquisition states that Allvest's Vant4gePoint is the only web-based automated CRM system that meets their requirements, featuring proprietary predictive analytics algorithms and the Static Risk and Offender Needs Guide - Revised (STRONG-R) assessment system. The system uniquely provides permission-based access for all care providers to access the same inmate information throughout the rehabilitation lifecycle. The FDC has determined Allvest is the only vendor capable of meeting their needs at this time.

Justification for single source acquisition (what is necessary and unique about the product, service or source; steps taken to confirm unavailability of competition, as appropriate):
Allvest Information Services, Inc.'s (Allvest) Vant4gePoint is the only web-based, automated CRM system that is a configurable, off-the-shelf, collaborative rehabilitation programming platform with customized assessment capabilities and proprietary predictive analytics algorithms to drive recommendations and practices through a variety of integrated modules that assist in decision-making throughout the entire lifecycle of an incarcerated individual's rehabilitation process. The system is unique in its ability to follow an individual throughout the entire correctional rehabilitation lifecycle. It is the only platform that brings together every provider involved in the individual's care, using permission-based access to allow all providers access to the same, most accurate, and up-to-date information. The proprietary Static Risk and Offender Needs Guide - Revised (STRONG-R) assessment system also provides best-in-class risk and needs assessment for correctional populations.
The delivery of the CINAS assessment tool within the STRONG-R system will enable standardized metric data collection such that incremental improvements can be made to both the CINAS assessment and the decisions for which it is used within FDC. Incremental improvements can include increased predictive accuracy, adjustments to the needs domains as FDC resource availability changes, and monitoring to ensure fairness across similarly situated populations.
It has been determined that Allvest is the only vendor that can meet the Department's needs at this time.
