About this file

This document is an Addendum (#001) for Invitation to Bid (ITB) FDC ITB-26-024 issued by the Florida Department of Corrections (FDC) for Inmate Toothpaste. The solicitation seeks bids for toothpaste to be used in correctional facilities, with bids due on October 13, 2025, at 2:00 p.m. EST. This addendum provides responses to 22 written questions from potential bidders, addressing various aspects of the procurement such as delivery locations, sample submissions, subcontracting, and contract requirements. The procurement replaces a previous solicitation (ITB-25-086) that was withdrawn.

The document indicates that bidders must submit physical samples with their bid and cannot include clarifications or exceptions to the bid terms. The estimated annual quantity is based on the Department's historical demand, and the award will be made to the vendor submitting the lowest Grand Total Price. No minority/local business certifications provide additional evaluation points, and no equivalent toothpaste items have been previously approved. Delivery locations are specified in Attachment V, with each location able to place an order, and items must be delivered within 30 days of purchase order issuance unless otherwise agreed. Vendors can subcontract after contract award, provided they submit a completed Subcontracting Form to the Contract Manager for approval.
