About this file
This document is a Sources Sought Announcement issued by the U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS) on behalf of the Seattle Human and Animal Food Laboratory (SEAHAF). The purpose is to conduct a market survey to determine if there are existing small business sources capable of providing Consumable Gases and Related Products for Laboratory Use.
The key requirements include providing high purity, laboratory grade gases in compressed and liquid states, such as liquid argon, liquid nitrogen, argon, helium, hydrogen, oxygen, and nitrogen. Vendors must be considered a small business under NAICS Code 325120 (Industrial Gas Manufacturing) with a size standard of 1200 employees. Interested vendors should submit an email to the point of contact by October 18, 2024 demonstrating their capability to meet the minimum requirements. This is not a solicitation for proposals and no contract will be awarded from this announcement. No reimbursement will be provided for any costs associated with responding to this announcement.

The U.S. Food and Drug Administration (FDA), Office of Acquisitions and Grants Services (OAGS) has issued this sources sought announcement on behalf of the Seattle Human and Animal Food Laboratory (SEAHAF) in order to determine if there are existing small business sources capable of providing Consumable Gases and Related Products for Laboratory Use.
If your firm is considered a small business source under North American Industry Classification System (NAICS) Code 325120- Industrial Gas Manufacturing; with a Small Business Size Standard of 1200 employees and believe that your firm would be able to provide the FDA with the supplies/services described below, please submit an email to Nina.Montgomery@fda.hhs.gov. The vendor should include information about the company and demonstrate that it can meet all of the minimum performance requirements.
The US Food and Drug Administration (FDA) Kansas City Human and Animal Food Laboratory (ORA/ORS/KCLHAF), located in Lenexa, Kansas, conducts analysis of human and animal food, dietary supplements and ceramicware in support of the FDA’s mission to protect public health. KCLHAF is the national servicing center for FDA’s Total Diet Study (TDS), an ongoing surveillance program that started in 1961. The laboratory is ORA’s central point responsible for planning, processing and analyzing over 1200 samples representing 280 food items annually, including infant and toddler foods. Laboratory grade gases are required for both the preparation of samples and the operation of analytical chemical instrumentation that is used for the analysis of samples. The data resulting from chemical analysis is evaluated and used by the agency to implement regulatory actions. The analysis of regulatory and TDS samples at KCLHAF fulfills the workplan goals of the laboratory and contributes to fulfilling the mission of the FDA.
Objectives
The U.S. Food and Drug Administration, Kansas City Human and Animal Food Laboratory requires commercially available, consumable, high purity, and high-quality laboratory grade gases in compressed and liquid states on an “as needed” basis. Laboratory gases shall be contained in cylinders and bulk liquid gases contained in outside bulk storage tanks with gas fill-up services. The containers used to house the gases must be constructed of suitable materials for the chemical analysis that the gases are being used to facilitate.
Minimum Requirements for Consumable Gases and Related Products for Laboratory Use
All the following are minimum requirements. Equivalent requirements that differ from these minimum requirements must be justified by the proposing vendor and evaluated by the Government.
