Request for Quotation (RFQ) No. FDA-SOL-21-1243158 Center for Veterinary Medicine (CVM)
Talent Development Learning Center (TDLC) Technical Writing and Practical Grammar Content
Questions and Responses
Question 1: Can we use a platform other than Adobe Connect?
Response: Yes, Zoom may also be used to facilitate this course.
Question 2: Do you anticipate having any “take-home learning,” such as an on-demand online course?
Response: No, we do not anticipate any “take-home learning,” such as an on-demand online course.
Question 3: Do you want an assessment of staff at the beginning and/or end?
Response: No, CVM conducts its own evaluations.
Question 4: Do we need to have an LMS to host?
Response: No, CVM sets up courses in the LMS once approved.
Question 5: Do you anticipate the contractor providing a textbook to course takers, or simply recommending one since the course is a webinar?
Response: Simply recommending a book is fine since this is a webinar.
Question 6: Are there any writing styles CVM staff utilize already?
Response: Business and technical writing. CVM also leverages plain language.
Question 7: Does this RFQ require contractors to develop six total courses or are the courses already developed?
Response: The courses are already developed.
Question 8: The due date for submissions is August 25. Yet, there is a statement in the solicitation that states that "An instructor available on August 20, 2021, who meets all the qualification of the contractor..." (p.22). Is this a typo considering that the submissions are not due until 8/25?
Response: This will be updated to read “An instructor available on the date of award, estimated to be August 31, 2021, who meets all the qualification of the contractor and can teach the Technical Writing and Practical Grammar trainings which adheres to the plain language writing principles established by the FDA. “
Question 9: Is this a new effort or is this a follow-on effort?
Response: CVM has offered Technical Writing and Practical Grammar for several years. So, this is not a new effort.
Question 10: What is the expected number of students for the courses?
Response: 20
Question 11: The SOW lists Adobe Connect as the delivery mode. Can the courses be delivered via Zoom?
Response: Yes, courses can be delivered via Zoom.
Question 12: Is there a preferred length for the grammar and technical writing courses (i.e. one day, two four-hour sessions, etc.)?
Response: No, there is no preferred length
Question 13: Is there an incumbent contractor for the courses? If so, can you provide the information on the contract?
Response: No
Question 14: Is this a new requirement? If not, who is the incumbent and what was the award amount?
Response: Yes, this is a new requirement.
Question 15: Can you confirm whether "The Writing System" identified in the Statement of Work is the step-by-step process of "The Writing System," which is owned and copyrighted (2020) by Graham Associates?
Response: Yes, confirmed.
Question 16: What are the expectations of course length for each course? Are these courses: hours long, days long, week long, etc.? We want to ensure the content is designed in a way that meets objectives within the expected schedule.
Response: the course should last no longer than 1.5 days.
