Introduction The US Food and Drug Administration (FDA) has a continuing need for current, cost effective, and accurate data on the exposure of consumers to processed food and cosmetic products that are either manufactured for sale or imported for sale into the United States (US) marketplace. FDA needs to continue to gather such data to have a complete and comprehensive knowledge of these manufactured products, their ingredients, labeling and packaging in order to better assess how they may affect human exposure as part of the agency’s ongoing mission to protect public health. FDA has devoted considerable resources to continuously monitor the safety of food ingredients, dietary supplements, infant formula, and cosmetics.

Purpose FDA has determined that the most cost-effective means to advance the agency’s objectives is (1) to obtain accurate, quality-assured, easily-validated processed food and cosmetic product and ingredient information and coding images, which has been well-organized within one or more relationally searchable database(s) for trend and other analyses; and/ or 2) to collect processed food and cosmetic product and ingredient information. This SAMPLE/SCENARIO task order is to provide for collection of food product label information.

Data Collection of Food Product Label Information The COR will provide a list of Universal Product Code (UPC)s (not to exceed 15,000) to the Contactor for product label collection. The Contractor shall provide to the COR for approval a draft methodology for the collection of UPCs. After COR approval of the collection methodology, the Contractor shall execute the methodology and collect product label information for all fields defined by the COR for each UPC. A sample of product information to be collected is as follows:

· Nutrition and Supplement Facts labels (shall be displayed in format according to 21 CFR 101.9)

· Ingredients

· Food Additives

· Price and pack size

· Number of servings per package

· Brand

· Name and place of business of manufacturer, packer, or distributor

· Warning statements/icons

· Detailed product description on packaging

· Statements/icons/signages and similar information that features the nutrition, health, organoleptic, processing, and other properties of the product (e.g., nutrient content claim languages, front-of-pack language).

· Verbatim language from product packaging (if available)

The product label information shall be from the most current product available on the US market for each product. The Contractor shall also obtain digital images of packaging information (all sides). The Contractor shall provide Excel spreadsheets containing all collected product label information to the COR within 60 days of the COR provided list. The COR shall review and approve that all required information has been collected. Within 14 days of COR approval, the Contractor shall ensure all product information and digital images collected is uploaded into the contractor’s online database system. The Contractor shall provide a final methodology for the collection of UPC data, time and date collected, including information on the location from which the UPC data was collected as well as data entry quality-control procedures upon task award.

Data Collection using Search Criteria The COR will provide product search criteria of a particular ingredient to the Contractor. The Contractor shall find up to 100 products within the US Market place that contain that ingredient. Prior to the search the Contractor shall provide to the COR for approval a draft methodology for collection of product label information of that ingredient search. The product label information shall be from the most current product available on the US market for each product ingredient search. The contractor shall provide recommendations to the COR to refine search criteria if the set number of products cannot be identified. The Contractor shall identify products from both brick-and-mortar and online retailers. The Contractor shall not identify variants of products (e.g. products with the same name, but with different colors or fragrances). After COR approval of the collection methodology, the Contractor shall execute the methodology and collect product label information for all fields defined by the COR for each ingredient search. A sample of product information to be collected is as follows:

· Nutrition and Supplement Facts labels (shall be displayed in format according to 21 CFR 101.9)

· Ingredients

· Price and pack size

· Number of servings per package

· Statements/icons/signages and similar information that features the nutrition, health, organoleptic, processing, and other properties of the product (e.g., nutrient content claim languages, front-of-pack language).

· Verbatim language from product packaging (if available)

The Contractor shall also obtain digital images of packaging information (all sides). The Contractor shall provide Excel spreadsheets containing all collected product label information to the COR within 60 days of the COR provided list. The COR shall review and approve that all required information has been collected. Within 14 days of COR approval, the Contractor shall ensure all product information and digital images collected is uploaded into the contractor’s online database system. The Contractor shall provide a final methodology for the collection of ingredient search, time and date collected, including information on the location from which the information was collected as well as data entry quality-control procedures upon task award.
