Electronic Nicotine Delivery System Testing Equipment
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 and 13, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The resultant purchase order will include all applicable provisions and clauses in effect through the Federal Acquisition Circular FAC 2005-92, effective 18 November 2016.
This is a total small business set-aside, under NAICS code 334516 – Analytical Laboratory Instrument Manufacturing with a small business size standard of 1,000 employees. Prospective offerors are responsible for downloading the solicitation and any amendments. It is the offeror's responsibility to monitor the FedBizOpps website for the release of any amendments to this solicitation.
The Food and Drug Administration (FDA) intends to award a purchase order for an instrument capable of simulating use of electronic nicotine delivery systems (ENDS), (i.e. e-cigarettes, vapors, mods, e-hookahs, etc.). This solicitation is issued as Request for Quote (RFQ) FDA-SOL-1176723.
PART 1 – Description
Background
WEAC requires an instrument capable of simulating use of electronic nicotine delivery systems, (i.e. e-cigarettes, vapors, mods, e-hookahs, etc.). This equipment will be necessary to conduct research and develop test methods related to such products. The capability provided by this instrument will enable WEAC engineers to analyze the physical parameters and characteristics while the products are in operation, (i.e. power delivery, battery performance, draw resistance, heating element temperature, etc.). Without this instrument, such analysis will not be practical in a laboratory setting. This work is being conducted in accordance with an agreement between the Center for Tobacco Products and WEAC.
PART 2 – Supplies or Services and Prices/Costs The Food and Drug Administration (FDA) requires the purchase of an instrument capable of simulating use of electronic nicotine delivery systems (ENDS), (i.e. e-cigarettes, vapors, mods, e-hookahs, etc.).
