Bench‐top Ultrasonic Pouch and Cup Welder
Classification Code: 66
Subject: Laboratory Equipment
Solicitation Number: FDA‐SOL‐1104652
DESCRIPTION:
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.6‐Streamlined procedures for evaluation and solicitation for commercial items‐as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested, and a written solicitation document will not be issued. This solicitation is being issued using simplified acquisition procedures.
This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005‐59.
The associated North American Industrial Classification System (NAICS) code for this procurement is 334516 a small business size standard of 500 employees. A total small business Set‐Aside shall be utilized.
FDA/CFSAN/OFS DFPST requires the purchase of an ultrasonic welder to successfully complete current and upcoming scientific research projects. We currently lack the capability of welding sample pouches and cups for use in food packaging safety experiments.
The current project on high pressure on packaging migration in FDA/CFSAN/OFS DFPST requires sample pouches and cups to be prepared and sealed for extraction and migration studies. Due to the higher melting point and the lack of sealability of the material, conventional heat sealers cannot produce consistent seals. Ultrasonic package sealing is the only sealer designed for a strong, reliable molecular bond between any polymer layers without adhesives and/or solvents. Nearly all packaging materials and laminates are suitable for the ultrasonic sealing. This unit is essential to make sample extraction packages for the project. The unit will be used in classes or for other projects and studies that require the validation of packages. This equipment will aid in the completion of milestones of DFPST's projects in the area of food packaging safety, including chemical migration from packaging to foods and package seal integrity.
The FDA intends to issue a purchase order for, brand‐name or equal for the following laboratory equipment:
Dukane Welding system. A unit with a frequency of 20 kHz Titanium booster, a minimum output of 2400 Watt, and triple welding modes of distance, energy, and time.
Configuration of welder has actuator vertical (moving up and down like a press) to allow easy placement of pouch and cup between horn and anvil. Fixture will allow pouch and cup to be held in place while both operators hands are safe operating the OSHA Compliant two‐palm button welder start. Allows full data capability with graph parameters and display to optimize welding process, data analysis (as a function of distance, time and energy), and quality control.
