This is a combined synopsis/solicitation for commercial items prepared in accordance with the Federal Acquisition Regulation (FAR) format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is being issued in conjunction with FAR Part 13 - Simplified Acquisition Procedures. The solicitation number is FDA- RFQ-1221566. This solicitation is issued as a Request for Quote (RFQ).
The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2019-06 effective October 10, 2019.
The associated North American Industry Classification System (NAICS) Code is 325413 In-Vitro Diagnostic Substance Manufacturing. The Small Business Size standard is 1,250 employees. This requirement is solicited as a Total Small Business Set-Aside.
Requirement and Background The FDA/NCTR/OR/DBT requires 5mCi each of Pigment Yellow 83, [Bisphenyl-14C(U)]- and Pigment Red 22, [Phenyl-14C(U)]- for research – not for use in humans.
The highest prevalence of tattooing has been shown to be in women of childbearing years. While thought to permanent, it has been noted some pigments in tattoos begin to fade, which suggests the pigments are either decomposing or migrating in the body. To be able to track the pigment and its possible breakdown products, post tattooing, Pigment Yellow 83 [Bisphenyl-14C(U)]- and Pigment Red 22, [Phenyl-14C(U)]- are required. The dorsal skin of pregnant mice will be tattooed with the pigments and the mice placed in metabolic cages for the collection of urine and feces. After specified gestation period, the animals will be sacrificed, tissues harvested and analyzed to determine location and quantitation of 14C present. Immediately upon award of a contract resulting from this solicitation the FDA/NCTR will provide the Pigment Yellow 83 and Pigment Red 22 that is to be labeled by the contractor.
The Specifications for the radiolabeled pigments are as follows:
1. The 14C shall be attached to the phenyl rings of the compound.
2. The quantity required shall not be less than 5 mCi.
3. The specific activity of the radiolabeled compound must be >/= 50 mCI/mmol.
4. The minimum acceptable purity of the radiochemical must be >/= 98% by HPLC.
5. Delivery to NCTR is required within 6-7 weeks of time of the award.
